About the role: 

Under the general supervision of the Director of Budget and Planning, the Senior Budget Analyst independently performs the full range of professional budgeting work, including complex and in-depth analysis, required to develop and administer the California State University, Monterey Bay (CSUMB) budget. The incumbent also assists in providing consultative budget-related services to campus officials and employees. 

 

Anticipated salary range: $73,000-$80,000 

 

How you will likely spend your time: 

  • Development, implementation, and maintenance of the student fee master database of approved student fees. 
  • Identifies and obtains all fee documentation from many disparate sources in and outside the Budget Office to embed in database.  
  • Develops and produces fee history reports for Finance and campus constituencies as appropriate.  
  • Analyzes budgetary data and financial information; prepares reports to illustrate findings.  
  • Develops budgetary information through analysis and forecasting within context of policies, practices and expert knowledge of data flow and budgetary planning.  
  • Handles all aspects of active trust fund agreements, including maintaining a Finance master list accessible by selected Finance staff and management, auditing and analyzing fund codes in CFS with complex, detailed comparisons to actual agreements. 
  • Performs or oversees analysis and processing of budget transfers and other position forms related to the campus-wide Labor Cost Distribution (LCD).  
  • Provides consultative guidance to campus constituencies in administering budgetary and financial policies and practices, ensuring compliance with CSU system and campus budgeting policies. Cross-trains with other financial units where appropriate. 
  • Develops and implements budgetary reporting in conjunction with system analysts and financial departments to provide accurate, timely reporting designed for various campus constituencies, such as senior management, Budget Office and campus divisions and departments, with various data displays for ease of comprehension.  
  • Provides administrative support in the preparation and allocation of the comprehensive annual budget for operating and capital improvement programs, assisting in ensuring the campus's financial integrity.  
  • Assists in developing policy and practice recommendations for campus administration of salary and benefit budgeting within context of PeopleSoft Human Resources and Finance systems as implemented by the CSU and other inter-related policies, practices and data flow.  
  • Performs complex salary calculations and distributes the campus-wide compensation pool for bargaining-unit driven salary increases, including forecasting of annual funding requirements.  
  • Prepares and analyzes consolidated reports during campus budget and periodic formal review processes. Assists in providing information and instructions to the campus concerning specific phases of budget development and administration. May prepare budget reports for campus-wide distribution. Participates in preparing the annual campus budget submission to the CSU Chancellor's Office in the required coded format of the CSU Financial Information Resource Management System (FIRMS).  
  • Maintains a system that effectively controls additional resources allocated by budgetary adjustments during fiscal year.  
  • Creates efficiencies that help the budget office to streamline processes.  
  • Interprets, coordinates, and processes Cash Posting Orders (CPOs) from the systemwide office used to allocate funding to campuses for various projects, initiatives, and other programs as needed.  
  • Conducts benefit usage (employer-cost) analyses and projects for a central employer-cost benefits pool.  

 

What we would like to see from you: 

  • Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities. 
  • Three (3) years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program. 
  • General knowledge of financial, budgetary and accounting principles and practices. 
  • Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management and cash-flow management; research techniques and statistical principles and procedures; advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems.  
  • Familiarity with the principles of position control and budgetary alignment.  
  • Ability to define problem areas, collect data, perform preliminary analyses and make appropriate recommendations; write clear and concise analytical comments.
