Obsidian Solutions Group (OSG) is seeking a Facility Security Officer to join the team!


The Facility Security Officer (FSO) will apply and maintain appropriate security and compliance measures following the National Industrial Security Program (NISP) and Department of Defense (DoD) regulations. The FSO will be responsible for managing facility clearances and staff clearances and providing oversight for classified projects and resources. In addition, the FSO will be responsible for implementing and administering NISP compliant security policies, procedures and security functions to ensure compliance with applicable laws, government regulations, customer requirements and company policies.


This position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters. The successful candidate will provide support for all security functions in accordance with the DCIDs and NISPOM to include managing approximately 150 PCLs associated with collateral and SCI programs. The individual will be responsible for visitor control functions. Daily duties will include conducting new employee briefings, exit interviews and debriefings, investigating and reporting security violations, incident reports, and coordination of periodic reinvestigations and preparation of DD254 forms for subcontractors. Annual duties include preparing refresher training, self-inspections and Defense Counterintelligence and Security Agency (DCSA) audits.



Specific Responsibilities

  • Develop and maintain a sound security program that is compliant with the National Industrial Security Program (NISP), the National Industrial Security Program Operating Manual (NISPOM), and all applicable US government policies and procedures.
  • Establishes processes and protocols to meet all compliance requirements. Includes internal and external compliance with associated federal requirements and laws and internal policies and procedures.
  • Develops and maintains strong working relationships with government security officers and internal and external stakeholders.
  • Must maintain a high level of confidentiality on all matters.
  • Develop, implement, and maintain protocols and procedures for multiple facets of Security.
  • Ensure compliant design and implementation of the Insider Threat Program and and provide close support to the Insider Threat Program Senior Official (ITPSO).
  • Works with corporate IT on cyber reporting/issues and provides input and guidance for compliance.
  • Develops and administers security programs and SOPs for classified or proprietary materials, documents, and equipment while maintaining all aspects of security clearance and compliance requirements.
  • Prepares materials outlining regulations, and establishes procedures for handling, marking, and storing documents/hardware, and for granting personnel and visitor access to restricted records and materials.
  • Responsible for all DISS activities including strong knowledge of DISS adjudication system, visit certs, validating clearances and training requirements along with other, hard-copy processing as may be required.
  • Serves as Point of Contact for Department of Defense (DoD), Intelligence Community, and all other Federal Agency office's that process clearances and maintains highly functional working relationships with all government points of contact.
  • Utilizes sound judgment along with technical knowledge and federal government security knowledge to resolve conflicts on complex or non-standard issues related to the security clearance and compliance process.
  • Stays abreast of evolving requirements in the field and develops recommendations for process changes and enhancements to improve efficiency and maintain compliance.
  • Identifies risks and potential issues, provides resolutions and works with key internal stakeholders in order to apply them company wide.
  • Prepares and conducts on-going security education curriculum.
  • Investigates security violations and prepares reports for management recommending corrective and preventive actions to be taken.
  • Ensures that classified information entrusted to the company is properly safeguarded as outlined in federal controlling instructions.
  • Preparation, management, and interfacing with DCSA during audits.
  • Administer badging and access requirements for facilities.
  • Interface with government agencies, subcontractors, Program Managers, and candidates to track progress through the system and gather required documentation.
  • Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment.
  • Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors' access to restricted records and materials.
  • Works with the Information Technology department for handling and managing of all Controlled Unclassified Information (CUI) policies and procedures.
  • Investigates security violations and prepares reports specifying preventive action.
  • Analyzes Task Order RFPs and develops Task Order System Security Plans (SSP).
  • Conducts assigned Internal Security Controls through performance of compliance assessment reviews and self-inspections to ensure compliance with government and company regulations and requirements.
  • Transmits and receives classified materials via mail, fax, hand carry, and/or classified networks.
Requirements:
  • High School Diploma or GED
  • 3-5 years of combined security related experience working at corporate level of a government or government (civilian or military) security, preferably requiring interaction with various government agencies in both the collateral and SCI environments.
  • Completion of all Defense Security Service FSO and Insider Threat Program Senior Official training requirements - Industrial Security Professional (ISP) certification is a plus.
  • FSO Program Management experience in a possessing facility, preferred.
  • Computer Skills (Microsoft Office Suite) including knowledge of using/applying US government online programs such as DISS, and Electronic Questionnaires for Investigation Processing (eQuip), required.
  • Knowledge of NISPOM and applicable USG policies.
  • Ability to understand, interpret and communicate security compliance requirements and stay abreast of emerging security regulations and/or requirements.
  • Strong interpersonal and communication skills; must be a self-starter with initiative to work independently and interact with personnel and government customer, and ability to multi-task and provide on-time deliverables.
