Job Description:

POSITION OVERVIEW

Reporting to the Vice President of Information Technology, is responsible for establishing, implementing, and maintaining an enterprise IT Portfolio Management program to ensure that IT Products, Projects, and Programs are planned according to business unit demands, priority, and delivered. The position includes providing the vision and leadership necessary to plan and execute strategic programs, manage organizational change, the technology portfolio, IT program financial management, coaching, training, and tactical projects.

 This position requires a visionary leader with sound knowledge of technology product, project, portfolio, change management, and business management practices.  They will proactively work with business units and corporate functions to plan prioritize and implement technology initiatives that meet prioritized business objectives.  The ideal candidate will also drive the prioritization process for IT investment across the enterprise and manage the organizational change to increase business value and decrease negative impacts.

 

Must be knowledgeable about the business environment, have good working relationships in the organization, and ensure that the processes for delivery of work meet organizational needs.  The ideal candidate is a thought leader, a consensus builder, and an integrator of people and processes.  They must also be able to coordinate disparate drivers, constraints, and personalities, while maintaining objectivity, and possess a strong understanding of project and program management methodologies.

 COMPENSATION: $125,000 and up based on experience

POSITION ACCOUNTABILITIES

  • Leads the development of the overall approach for the program, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes

  • Own all reporting and administration for TPMO including executive reporting, portfolio health, and documentation management

  • Assess project deliverables for completeness and compliance

  • Assesses project viability on a quarterly basis and works with product, program and/or project managers or leads to ‘right’ non-performing projects

  • Assists in managing the intake process with Technology leaders,  for products, programs and projects. Drives the creation and updating of documented TPMO processes, procedures, and controls

  • Ensures continuous improvement on work delivery practices and identifying process bottlenecks for optimization

  • Leads and facilitate training on processes, procedures, controls, and PPM tools

  • Leads and manage the analysis of program, product, and project metrics

  • Drives tracking of IT program budgets and reports IT financial management metrics as needed by program

  • Drives and manage the development and execution of product, and project reporting

  • Recommends, leads, and manages the  collections of PPM tool process improvements

  • Leads organizational change management efforts related to programs and projects

  • Monitor and report on overall adherence to internal project management standards

  • Mentor and manage career growth of direct reports

  • Review and ensure that audit and regulatory issues have been resolved

  • Establishes, recommends, and oversees program governance in accordance with ITS policies and industry best practices

  • Leads the organizing and execution IT Governance process including being the owner of the IT Governance Committee meetings

  • Co-Develop and manage the technology budgets with the Department leaders, and manages expenditure within agreed spending plans

  • Develops, improves and updates product, portfolio, program, and project management documentation and processes

  • Performs other duties as assigned

MINIMUM QUALIFICATIONS

·         Three (3)+ years of program and/or project management experience

·         Experience in developing teams preferably for technology programs or portfolios 

·         Experience developing and managing program and/or project budgets


  • 5+ years experience demonstrating growth and advancement in responsibilities

  • Experience managing program budgets

  • Experience managing technology programs, initiatives, and projects

PREFERRED QUALIFICATIONS

·         Bachelor’s degree from an accredited college or university with a major in Computer Science, Technology Management, Business Management, or related degree, or equivalent experience

·         Agile certifications (like CSM, CSPO, SAFe, or PMI-ACP)

·         Project management certifications (like PgMP, PMP, or Prince2)

·         Certifications in organizational change management (Prosci, CCMP)

·         Experience in IT financial management

 

JOB SPECIFIC COMPETENCIES

·         Knowledge of program, product, and project management methodology


  • Experience with the delivery methodologies and frameworks of:


    • PMI standards (PMP Certification)

    • Agile / Scrum (CSM Certification)



·         Knowledge of project planning tools with evidence of practical application. Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence 

·         Excellent leadership skills, with the ability to develop and communicate the program objectives, motivate staff, and maintain alignment with the business strategy

·         Strong understanding of current and emerging technologies and how they may be applied to the program to meet business and strategic objectives

·         Experience in the management of programs and projects

·         Experience working with all levels within an organization, including the Executive Management team


  • Understanding of current and emerging technologies and how organizations may apply them to drive digital business

  • Ability to facilitate alignment between teams

  • Ability to develop and maintains constructive and cooperative working relationships
