Position Summary

The Program Analyst will primarily support the USAID, Office of HIV/AIDS, Systems and Program Sustainability Division (SPS) as a Credence Institutional Support Contractor (ISC).

 

USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this multi-billion dollar initiative in developing countries around the world. The Bureau for Global Health Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for the Agency with primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic guidance, technical leadership, and support to field programs in HIV/AIDS, including direction on allocation of financial and human resources and technical assistance in design, implementation and monitoring of HIV/AIDS programs.

 

The Systems and Program Sustainability Division (SPS) provides technical leadership and strategic direction on issues related to systems strengthening and financing of HIV/AIDS programs. Under the SPS Division, the Health Workforce Branch (HWF) coordinates with relevant USAID offices and Mission teams in support of Human Resources for Health (HRH) interventions to achieve and sustain epidemic control. This position closely works with the Health Workforce Branch Chief in the Systems and Program Sustainability Division.

 

The Mid Program Analyst (Program Analyst) works closely with subject matter experts, evaluation advisors, project managers, and other USAID partners to develop and synthesize data and knowledge that can be used to make sound programmatic and policy decisions. The Program Analyst also interacts with technical and management staff, managing day-to-day and long-range projects, including routine administrative duties, and supports more complex analytical tasks such as collecting, compiling, and analyzing data to identify problem areas and make recommendations for solution/improvement in order to meet established Office/Division/Team goals and objectives.  The Program Analyst assists in the maintenance of team and other relevant trackers, helps with follow up to ensure the accountability of work, and ensures team adherence to knowledge management principles to keep the team organized and on-track with completing high-quality deliverables.

Salary Range

Full salary range for this position is $78,780 to $124,540 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

  • Support development of program documents and correspondence, such as annual reports, interagency documents, action memos, information briefs, talking points, Congressional Notifications, presentations, and reference materials.
  • Ensure timely submission of all reporting (work plans, annual reports, and other requirements) and support the project management team in technical review and approval processes.
  • Research, plan, analyze technical and/or statistical information and develop data for use in briefings, publications, and reports, including recommending statistical formats for reports, ensuring consistency with USAID standards.
  • Collect and analyze programmatic, technical, and budgetary data for regular reporting to senior management.
  • Design and maintain financial tracking systems to ensure activities are progressing and that spending concerns are addressed and discussed with the project management team; Support the formulation and implementation of program budgets; Review and analyze financial reports prepared by multiple projects to produce quarterly accrual reports and annual burn rate and trend graphs.
  • Assist with backstopping for other members of multiple project management teams during TDY, leave, or other absence.
  • Support technical, programmatic, and administrative engagement of office agreements including coordinating communication, developing work plan priorities, developing technical and program documents and annual reports, and compiling and presenting financial documentation.
  • Prepare, analyze, and/or review request packages for design and procurement-related processes to ensure that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Provide administrative assistance including general logistics support, maintenance of calendars, administrative systems, and program and project files and databases, and distribution of materials to USAID missions, USAID/Washington offices, host country institutions, cooperating agencies, and others.
  • Schedule regular and ad hoc management and technical meetings, which includes reserving conference rooms, preparing agendas, notifying participants, setting up equipment, assembling background and informational materials, and taking and distributing meeting notes.
  • Travel internationally and/or domestically, as necessary.
  • Other duties as assigned.

Education, Requirements and Qualifications

  • Master’s degree and 4 years of relevant experience, Bachelor’s degree and 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, or High School Diploma and 10 years of relevant experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Experience in project administration and management procedures.
  • Demonstrated experience in management and analysis of programmatic data streams, development of reports and data visualizations, and contribution to design and development of data management systems.
  • Excellent quantitative, analysis, and organizational skills with strong attention to detail.
  • Strong analytical capabilities and oral and written communications skills with ability to read, analyze, and interpret general and technical documents, and effectively present information and respond to questions from managers, technical staff, leadership, and implementing partners.
  • Strong interpersonal skills and ability to work as part of a cross cultural team.
  • Demonstrated ability to be assertive in managing processes and deadlines, while building constructive and effective relationships with colleagues from a wide variety of backgrounds.
  • Comfortable working both independently and collaboratively.
  • Demonstrated ability to work independently and successfully prioritize competing tasks with shifting deadlines and multiple points of contact.
  • Advanced proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet, and Gmail, along with all Google applications. 
  • Ability to travel internationally and/or domestically approximately 10-15%, as needed.
