SUMMARY: Responsible for maintaining regulatory compliance, driving loss prevention efforts, and facilitating inspections and audits of vessels to review the effectiveness and efficiency of operational practices, processes and procedures.

GENERAL RESPONSIBILITIES:

• Manages and champions the SQE performance for the business unit and fleet of vessels, and reviewing the effectiveness and efficiency of operational practices, processes, and procedures.

• Coordinates with multiple project managers and customer HSE representatives to ensure all personnel compliance and training standards.

• Conducts and maintains a Risk Register for all projects shepherding team collaboration to ensure robust controls are in place.

• Provides continual oversight throughout project evolutions ensuring established controls are being adhered too while evaluating and managing developing hazards as the projects continue.

• Ensures key parties are notified appropriately of all reportable incidents.

• Manages the corrective/preventative actions (CAPAs) program to evaluate effectiveness while working with client and 3rd party stakeholders to prevent future recurrence.

• Maintain the continual improvement of the Tier two and three Safety Management System incorporating lessons learned and project documentation to build operational processes and enhance the maturity of the SMS.

• Responsible for ensuring the integration and alignment of the safety management systems with third parties and client requirements, bridging any gaps to ensure seamless compliance.

• Implement environmental management practices to minimize the environmental impact of vessel operations.

• Provide direction and leadership to all aboard the vessels.

• Conducts incident investigations and learning teams when required.

• Provides operational support to reduce/eliminate personal injuries, vessel and equipment damage and environmental spills and implement safety and environmental awareness and incentive programs.

• Ensures compliance with Federal/State/Local laws, rules, and regulations, company policies, customer requirements, marine terminal regulations, and Charter Party requirements.

• Maintains positive relations with federal, state, and local governmental agencies.

• Compiles key HSQE statistics and reports data to internal and external stakeholders (i.e. spills, LTI's, near misses, etc.).

• Potentially, act as the "Designated Person (DP) under the ISM code. EDUCATION: Bachelor's degree in occupational safety and health, marine engineering, transportation or related scientific or management discipline; or a combination of post high school and experience equal to eight (8) years may be substituted for education.

EXPERIENCE: 5 years professional experience in marine operations and/or safety, health and environmental management.

TECHNICAL PROFICIENCY : Proficient in Microsoft Office products, including Excel, Outlook and Word. Advanced proficiency with Microsoft Office products, including Excel, Outlook and Word. Strong knowledge of safety regulations (OSHA, EPA, etc.) and quality standards (ISO 9001, ISO 14001). Proficiency in safety and quality management systems. Experience with environmental impact assessments and sustainability practices.

COMPETENCIES: Excellent verbal and written communication skills to effectively train employees and interact with regulatory agencies.Ability to prioritize, organize and perform multiple work assignments simultaneously while meeting assigned deadlines. Ability to conduct root cause analysis and implement corrective actions. Strong analytical skills to interpret safety, quality, and environmental data. Ability to identify and/or document existing and new trends, as well as evaluate and predict their impact on the organization.

OTHER: USCG senior licensed deck or engineering officer preferred but not essential.

JOB SCOPE: Position impacts multiple business units/segments.

WORKING CONDITIONS: Works both inside an office environment and also outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of time.
