Job Description:

Under the direction of the Clinical Director, and in partnership with the Residential Director and Medical Director, the
PhD, Program Leader oversees the clinical and administrative functions of the program and is particularly responsible
for maintaining quality of care in intake and referral process, the oversight of the social work care management, the
content of the group therapy program, and clinical care improvement initiatives.


The PhD, Program Leader is responsible for all activities of the program, in coordination with the Medical Director and
Residential Director. PhD, Program Leader will assure that all clinical activities are evidenced based and meet or
exceed community standards. Responsible for the development and implementation of all general, emergency, and
program-specific personnel policies and procedures necessary to ensure a safe, productive and therapeutic program.
Ensures that ail policies and procedures are designed to comply with standards set by the hospital and regulatory and
accrediting agencies.


PhD, Program Leader must be knowledgeable about the clinical disorders the program treats, all emergency
procedures; skilled in training and orienting staff as well as staff supervision and performance management.
PhD, Program Leader must work to maintain a clean, safe environment for clients.


Specific Responsibilities/Tasks
A. Development of the Program's treatment philosophy, working closely with the Medical Director and Residential
1. Director, and operational policy and procedures.
Directs the planning, organizing, coordinating and monitoring of the Program's clinical and administrative activities
including the topics and content of the program daily schedule and group program to ensure high quality care
and service to patients in compliance with all applicable licensing and regulatory standards.
2. Communicates information accurately to appropriate staff regarding issues pertaining to operational policies and
procedures.
3. Communicates information about the program to visitors, other professionals and referral sources.
4. Coordinates McLean Hospital (Belmont, MA) administrative requirements with those of the Program. Responds
to requests from other departments and federal, state, and community agencies.
5. Acts as liaison to other departments within McLean.


B. Supervision and Management
The PhD, Program Leader works closely with the Medical Director and Residential Director and others as
indicated below.
1. Directly supervises positions such as Clinicians/Case Managers, intake coordinators, and other social work
staff, to ensure that all clients are provided with effective programs that enhance their self sufficiency,
empowerment, and Inclusion. Works closely with Medical Staff and coordinates with the appropriate department
heads of McLean Hospital in completing work performance evaluations for these positions and In managing any
performance related issues or problems.
2. Assists in development of budgets for projected fiscal year in collaboration with the fiscal department of McLean
Hospital.
3. Chairs staff meetings and management meetings to ensure that communication systems are in place such that all
staff are adequately apprised of all pertinent information. Routinely attends clinical rounds, and other clinical
meetings to ensure the delivery of quality services.
4. Notifies appropriate individuals about problems relating to policy and procedures, physical environment, ethics,
and community relations.
5. Develops and maintains a good rapport with referral resources, keeping them informed of critical concerns in a
timely fashion.
6. Manages all intakes to the program and manages collaboration with outside providers, patients, and
families for obtaining necessary screening information including discussion of fees and program
structure.
7. Generates reports that include weekly status updates of admissions, discharges, census, and other information
germane to the running of the program.
8. Works closely with the McLean Director of Quality Improvement to ensure that all Ql functions are implemented
by staff in a timely manner and reports are presented to Qi Committee.
9. With Residential Director, responsible for development of all program-specific policy and procedures in
coordination with other McLean staff. Ensures ongoing staff orientation and education regarding policy and
procedures, for existing as well as newly hired staff.
10. With Residential Director, develops program policies and intervention systems to ensure a safe and therapeutic
environment for clients. Ensures staff training in these procedures to ensure implementation of appropriate
behavioral programming and data collection. Provides assessment of staff skills and interventions using clinical
outcome data.
11. With Medical Director and Residential Director, supervises overall clinical treatment programs and discharge
planning.
12. Responsible for participation in monthly administrator on call supports.


C. Training -
1. Oversees the development of annual training for designated staff as per requirements from regulatory and
licensing agencies.
2. Ensures that the competency-based training program is implemented according to design and provides
assessment of and feedback on training skills to relevant staff.
3. Ensures that all support staff have expertise in Microsoft Office and are capable of data entry and data
assessment.
4. Oversees, via supervisors, assessment of staff skills by use of competency-based checklists.
Participates in training to update skills.


D. Personnel - for all staff under you:
1. Supervises selection of new employees; ensures completion of initial orientation for new employees through use
of an orientation checklist.
2. Ensures that all staff receive ongoing supervision, support, and training through their supervisors. Schedules and
leads clinical staff meetings.
3. Integrates McLean employee practices with supervision practices. Monitors implementation of appropriate
personnel procedures.
4. Ensures all staff meet required credentialing standards and are licensed as appropriate.
5. In coordination with department heads and personnel directors for McLean Hospital, oversees all disciplinary
action taken for employees.


E. Human Rights -
1. Maintains confidentiality of all clients.
2. Follows the ethical standards of McLean Hospital and DMH.
3. Reviews all incidents reports, forwards to QA and notifies relevant regulatory agencies when required.


F. Program Promotion/Marketing -
1. The PhD, Program Leader assists in promoting a good public image of the Program. Assures a consistent
intake and admissions process and tracks all caller information.
2. The PhD, Program Leader develops systems to ensure activities of the marketing plan developed in
collaboration with McLean Hospital Network Development Department are completed.



Qualifications

Education: PhD degree. Depending on the program, patient population and billing, licensure and/or additional
higher education and/or credentialing may be required.


SMUs/Abilities/Competencies Required;


Requires daily presence in the Program in which they lead. Entrepreneurial, self-starter with good managerial skills and
ability to work independently. Must possess a range of individual and group therapy skills and have experience with
population to be worked with as well as familiarity with current scientific advances in the field.


Must be able to communicate clearly In both written and oral English with supervisors, peers, clients and families. Must
have the mental ability to observe and analyze behaviors, assess/evaluate behaviors and situations, communicate with
staff, clients. Hospital's executive staff, and representatives of external agencies. Must have clinical expertise to ensure
that clients receive effective and appropriate treatment. Familiarity with MA DMH regulations and guidelines preferred.


Must have sufficient skill and ability to manage the daily business functions of the program as well as budget development
and oversight. Must have sufficient competence with computer applications to effectively learn and utilize specific clinical
and business applications used by the organization including PeopleSoft, Kronos, Business Objects Planning.


May require some lifting or bending. The workload is at a stressful pace, and irregular or extended hours may be necessary
to ensure a safe/therapeutic staffing pattern. Energy level must be sufficient to accomplish tasks under stress, maintain
appropriate professional demeanor and maintain safety when interacting with clients.


All employees must possess basic computer skills to use a variety of electronic or online systems for communication
clinical and administrative purposes.


Required to complete electronic medical records training and demonstrate 80% accuracy on competency test within 30
days of hire.
