Job Description:

The Senior Legislative Representative will be an in-house federal lobbyist for the Metropolitan Water District of Southern California. Under the direction of the Executive Legislative Representative, the Senior Legislative Representative will help with the implementation of Metropolitan’s federal advocacy program and play an important role in informing Administration officials, lawmakers, and other stakeholders about the impact of regulatory and legislative proposals on Metropolitan programs, facilities, operations, and activities.  They will help secure support for Metropolitan's positions on legislative and policy issues and represent Metropolitan’s interests before Congress and the Executive Branch. This position is located in Washington D.C.

The successful candidate should have knowledge of California's urban, agricultural, and environmental water issues and familiarity with the laws that established the U.S. Bureau of Reclamation's grant programs (e.g. California water title of the Water Infrastructure Improvements for the Nation Act, Infrastructure Investment and Jobs Act, and Inflation Reduction Act). Additionally, the individual must possess a strong political acumen with a demonstrated ability to achieve desired results and have excellent analytical and communication skills.

 

Schedule: Monday – Friday. Start time is normally 9:00 AM with occasional overtime as needed.

Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience. 

Relevant experience is defined as: Federal legislative process and experience with the House AND/OR Senate Congressional Committee’s that have jurisdiction over water issues relevant to Metropolitans operations (the House Natural Resources Committee, House Energy and Commerce Committee, House Transportation and Infrastructure Committee; Senate Energy and Natural Resources Committee, and Senate Environment and Public Works Committee); Knowledge of and experience with Executive Branch Agencies with jurisdiction over water quality and supply issues that impact Metropolitan (Bureau of Reclamation, Army Corps of Engineers, Environmental Protection Agency); Regulations and laws applicable to area of responsibility.

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid driver’s license from state of residency equivalent to a California Class C that allows you to drive in the course of your employment.

Registration(s): Successful candidate must register or be registered as a lobbyist with the US House and Senate.
