Job Description: YRCI is seeking full-time HR Assistant (Processing) to support our Human Resource (HR) Remote Operations Center (HRROC), located in Reston, VA. YRCI’s HRROC is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Provide support for the processing of personnel actions and records management; work closely with the Talent Acquisitions team, the Transactions Specialists and Benefits Specialists to process and onboard new applicants. Provide administrative support for new employee orientation and offboarding. Processes personnel actions; support Human Capital staff with administrative needs. Input and verify documents for employment in the USA Staffing database, required to onboard new hires. Must stay apprised of HR terminology, requirements, procedures required to process HR actions consistent with Office of Personnel Management (OPM) and 5 Code of Federal Regulations (CFR) rules and regulations governing recruitment, staffing and placement, pay and classification activities. Ensure that the correct documentation is submitted with all personnel actions; documents must be completed, routed, filed, and arranged in proper sequence. Identify and correct discrepancies within an established timeframe. Processes all documents associated with inputting Standard Form (SF) 52s (Request for Personnel Actions) and SF-S0's (Notification of Personnel Action) this includes: selectees, promotions, awards, details, within grades, name changes, reassignments, summer appointments, student and special emphasis programs, term and temporary appointments, death benefits, Thrift Savings Plan (TSP) options, and retirements, in the appropriate automated systems. Ensure documents comply with OPM guidelines and are correct; contact employees or supervisors to resolve questions before processing final actions; provide information on HR systems, processes, and procedures; and provide brochures, applications, and other HR documents to employees. Perform final reviews on personnel documents to ensure data complies with appropriate Guide to Personnel Processing Actions (GPPA) guidance. Provide support to Talent Acquisitions and Transactions Division Specialists, answers phone calls and directs inquiries to the correct Specialist; and handle the customer-serves aspects of HR employment from the initial job offer to Entry on Duty (EOD). Prepare offer letters, and create and distributes employment-related correspondence, e.g., offer letters, and orientation materials. Research and resolve a variety of HR problems relating to pay, performance, and incorrect data on the Notification of Personnel Action. Coordinate EOD dates for new hires and follow-up with all candidates with offer letters; obtain and coordinate release dates needed to complete SF-75 information from losing and gaining Federal Personnel agencies. Participate in conducting new employee orientation; this includes presenting of information, completion of new hire paperwork, and follow up with one-on-one counseling with new hires. Responsible for onboarding procedures and requirements, including the development of tentative offers, final offers, and letters, review all onboarding paperwork, one -on-one counseling session, security packages, and medial packages. Update SF-52 Dashboard and track with accurate and concise information. Code actions for input into the National Finance Center's (NFC) automated payroll and personnel systems and review; follow-up on error listings and computer edits from data input to ensure personnel actions are submitted and input on a timely basis. Respond to customer inquiries on such matters as procedures for filing applications, status or recruitments, and kinds of vacancies in the organization. Manage pre-employment process for new hires; computes Service Computation Dates (SCD) to include a variety of Federal service credits. Coordinate all pre-employment process requirements and conduct reference checks; screen pre-employment forms for accuracy and completeness; and assist selectees in filling out forms when needed. Establish, maintain, and close out recruitment files and other required records. Respond to applicant questions concerning the application process, status of applications, in an automated HR System (i.e., USA Staffing or similar). Advise management and applicants of requirements for basic onboarding activities, in- processing, and investigations. Examine codes and processes official personnel actions for Agency personnel; this includes verifying previous service, including military service and SCDs. Research a variety of regulatory guides to make definitive determinations on a wide range of technical issues, including creditable service for probationary periods, career tenure, leave, and category determinations. Establish and maintain electronic Official Personnel Folders (eOPFs). Code actions for inputs into the NFC automated payroll and personnel systems and review and follows-up on error listings and computer edits from data input to ensure personnel actions are submitted and input on a timely basis. May work at the front desk in HC Office (HCO) or for the CHCO as needed; greets customers, answers basic questions, answers, and routes calls; attend all staff meetings. Attends business unit training sessions as necessary.
