Job Description:

Definition: As a part of the ATCAA team, the Food Bank Manager plays an essential role in ATCAA. Under the supervision of the Food Bank Director, this position collaborates with community organizations, service programs, volunteers, donors, and Food Bank staff. The Food Bank Manager will work to create strong community collaborations that end local hunger and improve health among low-income families in Tuolumne County. The Food Bank Manager will assist in identifying and assessing nutritional needs and work to develop and/or strengthen collaborations, operations, programs, and services to meet the identified needs. The Food Bank Manager will contribute to planning, oversight, volunteer coordination, resource development as well as information and outreach, including events. The FBM will coordinate the recruitment, training, and supervision of Food Bank operational volunteers in delivering services to various Food Bank programs including but not limited to local pantries, EFAP, Kids Club, Senior and Homebound Delivered Foods, Produce Distributions, and Holiday Baskets as well as Food Bank events.

Job Duties & Responsibilities - Food Bank Manager I, II, & III:

Develop and implement assessment tools to determine the nutritional needs of the local safety net, including maintenance and review of inventory, geographic and demographic review of customers in Tuolumne County. Identify and assess available services for low-income customers geographically, demographically, and nutritionally in Tuolumne County on an ongoing basis. The Food Bank Manager will consistently seek opportunities to create accessible food delivery for our Tuolumne residents.
Ensure programs are following all current local, State and Federal mandates. Review reports for audit, health, and safety compliance. Collaborate with Food Bank Director to ensure programs fit within contract requirements and approved work plans, goals, and timetables.
Annual monitoring of all programs and Feeding America Partner Pantries. Provide continuous training and feedback to pantry partners and distribution site volunteers throughout the year. Tour facilities, meet with offsite volunteers, remediation if needed, and ensure that food & services are handled respectfully.
Provide statistics, program information, in-kind, and fiscal reports as needed or required working collaboratively with ATCAA Administration staff.
Coordinate and collaborate with Tuolumne County Feed Net and Tuolumne County Health Department, UC Cooperative Extension Nutritionists, and other partnerships as part of ongoing program planning and development of services that sustain a viable health-focused nutrition safety net.

Conduct informal surveys of members to provide a positive and welcoming space for our community participants as well as culturally appropriate foods.
Direct oversight of food bank reporting systems and verifying that staff and volunteers are trained and following procedures as required.
Act as a liaison between customers in need of services and those providing guidance. The FB Manager is often in the role of a 'lay counselor', providing a safe place to share their story.
Onsite trainer, programmer (all phones), originate & create food bank specific internal forms, Microsoft Office & Excel training for staff and volunteers, updating training materials, update and revise manuals and task sheets.
Provide staff/volunteer training and support for food bank related programs: CDSS, Feeding America Reports, TEFAP reports, Poundage Reports, Meal Connect, Agency Express, and more.
Oversee a formalized volunteer orientation to the Food Bank & its programs and adhering to government required trainings. Maintain files as well as volunteer correspondence, recruitment assistance and publish openings as they occur. Conduct, train, & supervise clerical, program, and service volunteers. Ensure that volunteers are appropriately placed to honor their strengths and talents while contributing to our mission and vision. Coordinate a Volunteer Appreciation Luncheon, Coffee, or function to celebrate the contributions of our volunteer team.

Additional Job Duties & Responsibilities - Food Bank Manager II & III:

The Food Bank Manager and Director will act as the programs' liaison for agency outreach, community development and engagement, as well as fostering strong, positive relationships with our partners, organizations, and agencies.
Collaborate with the Food Bank Director, staff, and key volunteers for delivery of direct services and services for our partnering Non-Profit Organizations.
Report status of programs and community needs to funding agencies, ATCAA Board of Directors, County Supervisors, and other supporting groups.
Technology guru for the systems and processes: Inventory, volunteer, and member (client) management software. The Food Bank manager will ensure that all staff and key volunteers are trained and competent by implementation and oversee upgrades.
Find unique partnerships such as Blue Zones and Chicken Ranch Casino food recovery and composting. Develop the relationships that benefit our community and support the mission of the food bank and ATCAA.

Work with ATCAA Marketing Team and partner organizations to improve community food insecurity awareness, anti-hunger education, advocacy, engage volunteers and increase resources.
Contribute, create, envision, implement, and supervise special projects related to Food Bank in collaboration with other agencies.

Working with the Food Bank Director, recruit, train, supervise, evaluate, and recognize Food Bank staff and volunteers. Create a safe, positive, and engaging work environment.
Represent our organization at public events as needed.

Additional Job Duties & Responsibilities - Food Bank Manager III:

Person in Charge when Food Bank Director is offsite or unavailable. The Food Bank Manager is an integral leader for the operation and programs offered at the food bank. This individual is part of the decision-making process for all food bank related topics. The FBM is knowledgeable and capable of stepping into the Food Bank Directors' role as needed.
Grants - The Food Bank Manager will work closely with the Food Bank Director to determine the need, scope of work, amount of ASK, budget, narrative, etc. In addition, the Food Bank Manager will complete the reporting on all grants / funding to meet deadlines.
In collaboration with the Food Bank Director, fund development includes grant research and writing, community fund-raising, event organization, and developing a sustainable donor base to keep up with the increasing need for services in our community.
Conduct ongoing evaluation of programs and assist with program fund development.

In collaboration with the Food Bank Director and local partners, oversee long-range planning needs and implementing program planning and evaluation activities, including assessing community emergency food needs, and strengthening the emergency food network.

Development, resourcing, supervision, implementation, and evaluation of new projects to better serve community nutrition needs in Tuolumne County.
Attend community meetings and informational/training workshops locally and out of county as required.

Minimum Qualifications:

Knowledge and/or experience with Tuolumne County community service programs.
Demonstrated exemplary customer service oversight.
Demonstrated organizational, oral, and written communication skills, and ability to work accurately with numbers.
Experience and proficiency in word processing, spreadsheet applications, email, and Windows Operating System. Ability to learn new software applications.
Experience providing program outreach and publicity.
Experience with public speaking.

Ability to:

Collaborate with, organize, and coordinate the work of pertinent programs and community members.
Interact with diverse groups of people.
Work occasional evenings and weekends as dictated by needs of the program.
Work in a fast-paced work environment.
Provide reliable transportation to and from work with the capability to travel in all weather conditions. Possess a valid California drivers' license, an acceptable driving record, and appropriate vehicle insurance.
Work independently and with minimal supervision.
Demonstrate good oral and written skills.
Lift 30 - 50 pounds.
Get certified on the forklift and pallet jacks in the warehouse within the first 90 days of employment. Get a food handler's permit within the first 30 days of work.
Capable of safely driving one or more vehicles in the food bank fleet in case of emergency.

Desired Qualifications:

Minimum of 2 years' experience in food banking.
Program supervision, planning, and implementation experience.
Experience with fund development: grant-writing, mail campaigns, events, etc.

Experience with event planning and implementation.
