JOB SUMMARY

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD.

AS A SENIOR OPERATIONS RESEARCH ANALYST WITH A FOCUS ON INNOVATION, YOU WILL APPLY ADVANCED ANALYTICAL, MATHEMATICAL, AND DATA SCIENCE TECHNIQUES TO SUPPORT GOVERNMENT AGENCIES IN FOSTERING INNOVATION AND IMPROVING OPERATIONAL EFFICIENCY. THIS ROLE INVOLVES LEADING RESEARCH EFFORTS, APPLYING CUTTIN GEDGE METHODOLOGIES, AND DELIVERING ACTIONABLE INSIGHTS THAT DRIVE THE ADOPTION OF EMERGING TECHNOLOGIES AND PROCESS IMPROVEMENTS ACROSS FEDERAL PROGRAMS. YOU WILL COLLABORATE WITH KEY STAKEHOLDERS TO IDENTIFY OPPORTUNITIES FOR INNOVATION, DEVELOP SOLUTIONS, AND SUPPORT DECISION MAKING WITH DATA DRIVEN RECOMMENDATIONS.

THE SUCCESSFUL CANDIDATE WILL HAVE STRONG ANALYTICAL SKILLS AND THE ABILITY TO MANAGE LARGE DATASETS, DEVELOP MODELS, AND OPTIMIZE PROCESSES IN ALIGNMENT WITH THE INNOVATION GOALS OF U.S. GOVERNMENT DEPARTMENTS AND AGENCIES.


ROLES AND RESPONSIBILITIES

  • Data Analysis & Modeling: Develop, implement, and refine mathematical models, simulations, and algorithms to assess the impact of innovative strategies and technologies on government operations.
  • Decision Support: Provide analytical support and decision-making frameworks to help agencies adopt innovative solutions, optimize resources, and improve operational effectiveness. Utilize statistical analysis, machine learning, and optimization techniques.
  • Research & Innovation Strategy: Conduct research to evaluate the latest trends in technology, innovation, and operational research, recommending data driven strategies to incorporate emerging technologies such as artificial intelligence, automation, and advanced analytics into government operations.
  • Program & Project Management: Lead and manage cross functional teams in developing and executing research projects, delivering insights that support innovation initiatives. Coordinate with government stakeholders, contractors, and technical experts to meet project objectives.
  • Quantitative & Qualitative Research: Apply a mix of quantitative and qualitative research techniques to solve complex operational problems, identify process improvement opportunities, and analyze the impact of innovation programs.
  • Stakeholder Engagement: Collaborate with internal and external stakeholders to identify challenges, requirements, and opportunities for innovation. Provide recommendations on how new analytical approaches and technologies can address current and future operational needs.
  • Reporting & Communication: Develop reports, visualizations, and presentations that effectively communicate research findings, model results, and recommendations to nontechnical stakeholders, ensuring alignment with agency innovation objectives.
  • Continuous Improvement: Regularly evaluate the effectiveness of implemented strategies and identify areas for continuous improvement using operational research methodologies.

Requirements:

SKILLS AND COMPENTENCIES

  • Expertise in statistical analysis, mathematical modeling, optimization, and data science techniques such as machine learning and artificial intelligence.
  • Strong knowledge of tools such as R, Python, MATLAB, or similar analytical software.
  • Ability to manage large datasets, conduct data mining, and implement data visualization best practices.
  • Excellent problem solving and critical thinking skills.
  • Strong project management skills, with a proven ability to lead multidisciplinary teams.
  • Exceptional communication skills, both written and verbal, with the ability to present complex data and findings to diverse stakeholders.
  • Experience with federal innovation programs, such as ARCWERX, AFWERX or other government innovation labs.
  • Certifications in relevant fields (e.g., Certified Analytics Professional (CAP), Lean Six Sigma, or Project Management Professional (PMP)).
  • Knowledge of emerging technologies and their potential impact on USAF and DoD.
  • Experience working with federal innovation programs, labs, or think tanks.
  • Certifications such as Certified Professional in Learning and Performance (CPLP), Project Management Professional (PMP), or similar credentials.
  • Familiarity with Lean Six Sigma, Agile methodologies, or other innovation driven management frameworks.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in Operations Research, Data Science, Applied Mathematics, Engineering, or a related field (Master's degree preferred)
  • 7+ YEARS OF EXPERIENCE IN OPERATIONS RESEARCH, DATA ANALYSIS, OR QUANTITATIVE RESEARCH ROLES, WITH AT LEAST 3 YEARS FOCUSED ON INNOVATION OR ADVANCED TECHNOLOGY APPLICATIONS.
  • EXPERIENCE IN DEVELOPING AND APPLYING MATHEMATICAL MODELS, SIMULATIONS, AND DECISION-MAKING FRAMEWORKS.
  • EXPERIENCE WORKING IN GOVERNMENT CONTRACTING OR SUPPORTING FEDERAL AGENCIES IN DATA DRIVEN DECISION MAKING.

SECURITY CLEARANCE REQUIREMENTS

  • Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation.
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver's license is required.

SUPERVISORY RESPONSIBILITIES

  • Assists the daily workflow of the department.
  • Assists with constructive and timely performance evaluations.
  • Assists with discipline and termination of employees in accordance with company policy.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.

TRAVEL REQUIRED

  • Position may travel up to 50% of the time out of state and overnight to fulfill contract requirements.
