JOB SUMMARY

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD.

AS A SENIOR TRAINING & DEVELOPMENT MANAGER WITH A FOCUS ON INNOVATION, YOU WILL LEAD THE DESIGN, IMPLEMENTATION, AND MANAGEMENT OF HIGH IMPACT LEARNING AND DEVELOPMENT INITIATIVES THAT FOSTER INNOVATION AND DRIVE ORGANIZATIONAL EXCELLENCE WITHIN U.S. GOVERNMENT DEPARTMENTS. THE ROLE INVOLVES CREATING TRAINING PROGRAMS AND DEVELOPMENT FRAMEWORKS THAT PROMOTE CREATIVITY, DIGITAL TRANSFORMATION, AND PROCESS IMPROVEMENTS ALIGNED WITH GOVERNMENT INNOVATION GOALS.

THE SUCCESSFUL CANDIDATE WILL LEVERAGE EXPERTISE IN TRAINING, DEVELOPMENT, AND ORGANIZATIONAL CHANGE TO MANAGE CROSS FUNCTIONAL PROJECTS, ENGAGE STAKEHOLDERS, AND ENSURE THE SUCCESSFUL EXECUTION OF STRATEGIC TRAINING OBJECTIVES.

ROLES AND RESPONSIBILITIES

  • Innovation Training Program Design: Develop and implement training programs focused on fostering innovation, creativity, and cutting edge technologies, ensuring alignment with agency goals.
  • Leadership Development: Design leadership development initiatives to cultivate a culture of innovation among senior leaders and managers, encouraging new ways of thinking and problem solving.
  • Stakeholder Collaboration: Collaborate with government agencies, contractors, and industry experts to identify training needs related to innovation, digital transformation, and emerging technologies.
  • Program Management: Lead the development of learning pathways, workshops, and curricula aimed at building innovation capacities across teams, leveraging best practices in adult learning, instructional design, and elearning platforms.
  • Metrics & Continuous Improvement: Establish metrics to measure the effectiveness of training programs, track progress, and report outcomes to government stakeholders. Use feedback to drive continuous improvement and program scalability.
  • Change Management: Act as a change agent, advising on the best approaches to incorporate innovative strategies into organizational culture, fostering an environment that supports new ideas and experimentation.
  • Technology Integration: Work closely with technical experts to incorporate emerging technologies such as artificial intelligence, automation, and data analytics into training programs, enhancing innovation skill sets among employees.
  • Strong Knowledge of the ARCWERX/AFWERX approach to learning

Requirements:

REQUIRED SKILLS/ABILITIES

  • 7+ years of experience in training, learning, and development roles, with at least 3 years focused on innovation, leadership, or organizational change.
  • Proven experience managing complex, largescale training programs in a government or corporate environment.
  • Experience with federal contracting and knowledge of government regulations related to training and development.
  • Skills & Competencies:
  • Strong project management skills with the ability to lead and execute multiple, concurrent initiatives.
  • Expertise in instructional design, adult learning principles, and elearning technologies.
  • Familiarity with digital transformation strategies, and experience with fostering innovative cultures.
  • Strong analytical, communication, and presentation skills.
  • Knowledge of emerging technologies and their potential impact on workforce development.
  • Experience working with federal innovation programs, labs, or think tanks.
  • Certifications such as Certified Professional in Learning and Performance (CPLP), Project Management Professional (PMP), or similar credentials.
  • Familiarity with Lean Six Sigma, Agile methodologies, or other innovation driven management frameworks.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in Training & Development, Organizational Psychology, Human Resources, or related field (Master's degree preferred).

SECURITY CLEARANCE REQUIREMENTS

  • Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation.
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver's license is required.

SUPERVISORY RESPONSIBILITIES

  • Assists the daily workflow of the department.
  • Assists with constructive and timely performance evaluations.
  • Assists with discipline and termination of employees in accordance with company policy.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.

TRAVEL REQUIRED

  • Position may travel up to 50% of the time out of state and overnight to fulfill contract requirements.
