Job Description:

POSITION OVERVIEW

Reporting to the –Director of Financial Planning & Reporting, the Financial Reporting & Treasury Manager will play a key role in managing the Authority’s Treasury & Reporting functions while seeking opportunities to optimize investment returns on available funds. The ideal person will have intellectual curiosity and the ability build rapport and gain respect and influence easily while also focusing on attention to detail.

COMPENSATION: $105,000 and up based on experience

WORKPLACE TYPE 


  • This hybrid position requires you to work at least three (3) days or more on-site in the office based on business needs.

POSITION ROLES & RESPONSIBILITIES

·         Supports the external auditing process including managing financial statement preparation and issuance

·         Manages the preparation of multiple year cash flow projections for all the Authority’s funds and makes recommendations regarding length and timing of investments maturities

·         Responsible for managing compliance with ongoing reporting requirements (e. g., arbitrage schedules, FAA 5100 127/126)

·         Oversees the monthly reporting management reporting process including oversight of proper revenue & expense accounting

·         Administration of the Authority's debt portfolio to include compliance with all debt covenants and continuing disclosure requirements

·         Reviews & prepares complex governmental interfund accounting journal entries

·         Reports on investment fund activity and investment performance

·         Manages investment trades by executing transactions, communicating with brokers and safekeeping banks.

·         Assists with the preparation and review of the official statement and feasibility studies during the course of bond or other debt issues

·         Projects cash liquidity needs to ensure that daily disbursements and construction obligations are met

·         Supports Authority’s Business Intelligence and Analytics development and roll-out

·         Supervisory responsibility for Finance Support Staff

 

REQUIRED FOR ALL HCAA JOBS


  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

  • Complies with all HCAA Policies, Procedures, and Standards.

  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS


  • Bachelor's Degree Degree in finance, economics, accounting, or other analytical fields of study

  • 5-7 years of professional experience in aviation or municipal financial analysis, budgeting, treasury, or investments.

PREFERRED QUALIFICATIONS


  • Master's Degree Degree in finance, economics, accounting, or other analytical fields of study

  • Certified Public Accountant (CPA)

KNOWLEDGE, SKILLS & ABILITIES


  • Familiarity with performing job functions in concert with a central ERP system such as Oracle

  • Knowledge of governmental accounting principles, practices, procedures, methods, and theory.

  • Knowledge of laws, rules, and policies governing assigned functional accounting areas.

  • Ability to use Microsoft suite of products including Word, Excel, Access, and other related software applications.

  • Ability to read, comprehend, and apply job-related rules, policies, and procedures.

  • Ability to analyze accounting and fiscal data.
