Bestica is seeking a Program Manager to provide future services at United States School of Aerospace Medicine (USAFSAM) at Wright Patterson Air Force Base, OH.

Description of Services: The employee shall provide subject matter expertise to USAFSAM Department of Aerospace Medicine (USAFSAM/FE), Aerospace Medicine Studies and Analysis Division (FES), Operational Support Team (FESO). FESO was established to provide support to Base Operational Support Teams in the field, oversee program development, data analysis, education, training, and field consultative support. The FESO branch is responsible for supporting embedded medical providers with evidence-based practices and real-time data analytics dashboard of musculoskeletal and mental health risk down to the squadron level. In addition, the FESO branch directs all aspects of an embedded Integrated Operational Support (IOS) training course held at USAFSAM. The team regularly conducts data audits, research and evaluation of programming effectiveness, and tracking of programmatic measures of success. This requirement is for analyst research support that is to be located within the FESO branch of the FES Division, to assist with overall studies and analysis requirements. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).

Work Schedule: Work schedule is normally M-F 0730-1630; however, there may be times when it is necessary for the employee to work after duty hours in support of specific tasks. The schedule may have to be flexible.

Location: Wright-Patterson AFB, OH


  • The employee shall possess a Bachelors’ degree.
  • The employee shall have any of the following: a minimum APDP Level II certification in Program Management, PMP or PjMP certification, or at least three years program management experience in a military research environment.
  • The employee shall have experience reviewing employee cost, schedule, and activity reports on research projects, and experience performing cost, schedule and performance analysis.
  • The employee shall have at least two years of experience working in support of both research contracts and cooperative agreement awards from Broad Area Announcement (BAA) type contracting vehicles.
  • The employee shall be familiar with the preparation of various types of documentation required to support such an award, to include Statements of Work, Contract Data Requirements Lists (CDRLs), Request for Environmental Impact Analysis (Form 813), Air Force Material Command Foreign Disclosure Procurement Decision Worksheet (AFMC Form 191), Air Force Research Laboratory Initial Safety Assessment (AFRL Form 4), Contract Final Reports, and required portfolio reports.
  • The employee shall have experience tracking employee cost, schedule and activity reports on awarded research projects, and experience performing cost/schedule/performance analysis.
  • The employee shall also demonstrate an extensive understanding of IRB requirements, protocols, and subject recruitment, and have at least 3 years’ experience assisting researchers/technical staff with IRB processes and documentation, including Data Use Agreements (DUA) and Memoranda of Agreement (MOA).
  • The employee shall be proficient in all standard Microsoft Office computer applications (Word, Excel, PowerPoint, Project, and Outlook).
  • The employee shall be professional, detail oriented, possess excellent communication skills, and speak English fluently.
  • The employee shall have experience working in a team environment and completing assigned tasks independently or with minimal guidance from team leads.
  • The employee shall possess organizational skills, ability to achieve set goals, initiative in performing assigned tasks, ability to follow-up complex projects with influence and integrity, and the ability to interact professionally with all levels of personnel within and outside of the organization.
  • The employee shall have a signed NDA in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Desired Qualifications

  • Previous experience working within the Defense Health Program (DHP) medical research environment is desired.
