The scope includes all services necessary to meet the objectives of the Task Order, which include: • Project Management • Full Software Application Life-cycle Support including:
o Design
o Development
o Documentation
o Integration
o Quality Assurance and Testing
o Security • Software Operations and Maintenance including:
o Loading/Refreshing data
o General monitoring
o Application User support and Help Desk Management
o Enhancements
Project Manager must have a minimum of 10 years of experience in delivering the type of services described in the PWS to successfully oversee all aspects of the contract. Project Manager having PMP Certification is desirable and considered a strength for evaluation.
The Offeror must have a minimum of 5 years of experience with the following:
a. developing information systems used to implement multi-million-dollar programs that consist of complex applications and relational databases involving terabytes of information utilizing best industry practices and concepts.
b. managing projects using agile project management methods and practices, incorporating iterative planning cycles, sprints, and metrics.
The EPA Project Manager under this Task Order is responsible for the following: • Setting task priorities and revising task priorities when necessary. • Communicating these priorities to the consultant. • Communicating to the COR about any anticipated delays and then requesting the modification of delivery dates and schedules of projects. • Formally assessing the level of contractor performance and ascribing the extent to which quality assurance and acceptable performance levels have been met.
