Job Description:

COMBINATION INSPECTOR
Salary Range: $61,916.53 to $82,974.08 annually

GENERAL SUMMARY:
Under the direction of the Chief Building Official, the inspector will perform field
inspections of commercial, industrial and residential buildings to enforce
compliance with applicable codes, policies, regulations and ordinances. Provide
information and customer service to design professionals, developers, contractors
and homeowners and provide technical assistance to resolve issues relating to
building code compliance. Perform other duties as required.

ESSENTIAL DUTIES & RESPONSIBILITIES:
The intent of this job description is to provide a representative summary of the major
duties and responsibilities performed by the incumbent for this job. The inspector
may be requested to perform job related tasks other than those specifically presented
in this description.
1. Perform field inspections on commercial, industrial and residential construction
sites to ensure that work performed meets City adopted codes and ordinances.
2. Performing Certificate of Occupancy inspections and clearly identifying all
requirements to obtain code compliance to the prospective tenant, verbally and
in writing.
3. Assist in performing review of commercial, industrial and residential plans.
4. Assist in the issuance of building permits and other office related work.
5. Review formboard surveys of properties to insure that the location of new
structures comply with the City Approved Plans, Zoning ordinance and adopted
Building Codes.
6. Enforce compliance with City adopted ordinances and regulations, issue notice
of non-compliance, and document all actions under the supervision of the
Building Official.
7. Investigate and respond to complaints of improper installation as directed by the
Building Official.
8. Confer with design professionals, developers, contractors and homeowners in
the field and office. Explain and interpret code requirements and restrictions to
external and internal customers.
9. Enter inspection details and related information into the permitting software.
Update and retrieve information as required.
10. Perform customer service by interacting with customers face-to-face, over the
telephone and/or by email.
11. Adhere to assigned work schedule as outlined in the Department and City
attendance policies and procedures. Ensure all behaviors comply with the
City’s Personnel Rules and Regulations.
12. Work and coordinate with other departments and entities to fulfill all inspection
requirements for each project.

KNOWLEDGE, SKILLS & ABILITIES
KNOWLEDGE OF:
1. Building Codes and Zoning Ordinances.,
2. Basic principles and techniques of building inspection; principles of structural
framing, finish work, roofing, concrete work and other basic elements of
building construction and drainage.
3. Accepted safety standards and methods of building construction for
commercial, industrial and residential buildings.
4. Knowledge of personal computers and common office software (Microsoft Word
and Excel), report writing and letter formatting, and operation of standard office
equipment.
5. Pertinent Federal, State and local laws, codes and ordinances.
6. Knowledge of procedures for obtaining building permits.
7. City and departmental driving policy.

SKILLS IN:
1. Conducting technical inspections on structures including building, electrical,
plumbing, mechanical, energy, etc.
2. Interpreting and enforcing compliance with codes and ordinances.
3. Interpreting and applying pertinent Federal, State and local laws, codes and
ordinances.
4. Reading and interpreting building plans, specifications and the adopted
building codes.
5. Determining if construction techniques conform to Building Code and Zoning
Ordinance requirements.
6. Assessing construction and detecting deviations from city approved plans
7. Making mathematical computations.
8. Interpreting and explaining adopted building codes and basic engineering.

ABILITY TO:
1. Communicate clearly and effectively, both orally and in writing.
2. Understand and follow oral and written instructions.
3. Establish and maintain effective working relationships with those contacted in
the course of work.
4. Assisting in the performance of commercial, industrial and residential plan
reviews under the direction of the Building Official.
5. Determine if construction meets the intent of City Approved Plans, adopted
Building Codes and Zoning Ordinances.
6. Enter inspection results and perform permit research in the City’s permitting
software.
7. Explain codes and inspection results to design professionals, developers,
contractors and homeowners.
8. Operate assigned equipment.
9. Prioritize work activities.
10. Make sound decisions and use good judgement.
11. Physically perform inspections.

MINIMUM JOB REQUIREMENTS
1. Possession of a valid Texas driver’s license at the time of hire.
2. Possession of, or ability to obtain within six (6) months the following
International Code Council (ICC) certifications:
a. International Energy Conservation Code (IECC) Residential
Inspector/Plans Examiner certification.
b. A Residential and/or Commercial Building Inspector certification.
3. Possession of a State of Texas Plumbing Inspector’s License from the Texas
State Board of Plumbing Examiners.
4. High school diploma or equivalent, and five (5) years’ experience in construction
and/or inspection of construction projects.

WORKING CONDITIONS

This position typically requires touching, talking, hearing, seeing, reading,
grasping, standing, stooping, kneeling, crawling, crouching, reaching, walking,
repetitive motions, climbing, balancing, pushing, pulling, lifting and inspect job sites
in extreme temperatures.

  • Exert up to 50 pounds of force occasionally, up to 30 pounds of force
    frequently, and/or a negligible amount of force constantly having to move
    items,
  • Be capable of climbing ladders, attic stairs, etc.,
  • Traverse uneven, unstable, slick conditions in terrain with grade changes to
    access inspection sites,
  • Identify and avoid construction site hazards,
  • Must be able to constantly enter and exit vehicles,
  • Must be able to enter and exit man-lifts.
