Asset Analyst

The City of Turlock is accepting applications for the Assets Analyst position. Under general direction, plans, organizes and conducts the activities of asset administration in all divisions of Municipal Services and various City areas. This includes responsibility for ongoing development, practices, recommendations, strategies and implementation. Collects, analyzes and reports on data used to support complex risk-based decision making using accepted asset administration principles and practices including asset maintenance, rehabilitation and replacement of infrastructure assets. Develops and coordinates data collection programs. Supports strategic planning, prioritization and utilizes specialized software Computerized Maintenance Management System (CMMS) for data collection, reporting and work orders. Documents business processes, adoption and use of continuous improvement processes.
This position is assigned to the Turlock City Employees Association (TCEA) bargaining unit for labor relations purposes and is subject to overtime.
An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period.
DISTINGUISHING CHARACTERISTICS
General supervision is provided by the Municipal Services Director or designee(s). The incumbent is expected to work with minimal supervision, exercising initiative in a number of complex and sensitive areas.

EDUCATION AND EXPERIENCE

EDUCATION
An Associate’s degree in a business administration, urban planning, geographic information systems (GIS), civil or mechanical engineering, computer sciences or a related field.
EXPERIENCE
Three (3) years of experience in asset administration, preferably in a municipality or experience in a private facility that contained water distribution, water/wastewater collection and treatment, facility systems that include maintenance of low and medium voltage electrical systems, including proficiency using a computerized maintenance management system; or three years of skilled experience planning and scheduling in fields such as electric utilities, property management, chemical manufacturing, large-scale manufacturing and high-tech manufacturing or other industrial setting.
SPECIAL REQUIREMENTS
Possession of a valid California Driver’s License issued by the Department of Motor Vehicles at the time of appointment and the ability to maintain it as a condition of continued employment.

PHYSICAL REQUIREMENTS
While performing the essential duties of the position, the employee is regularly required to stand; sit; walk; use hands; move fingers to feel objects or controls and operate tools; and reach with hands and arms. The employee is required to see well enough to read, write and make observations and hear well enough to converse on the radio, telephone and in person. The employee is required to have sufficient bodily mobility to walk, bend, stand, crouch or climb for extended periods of time. The employee is required to operate assigned equipment and vehicles and may need to perform manual labor for short to moderate periods of time. The employee must occasionally lift and move equipment as necessary, as well as tolerate fluctuations in temperature while performing essential functions. Be able to lift equipment on a frequent basis 25 lbs., and on an occasional basis 50 lbs.
VETERAN'S PREFERENCE SYSTEM
The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG/ALCOHOL SCREENING
The incumbent will be required to take a medical examination including a drug/alcohol screening and be fingerprinted.

BENEFITS
Holidays: Eleven (11) paid holidays and three (3) floating holidays.
Vacation: Paid vacation that increases with years of service.
Sick Leave: Accrual of one day (eight (8) hours) for each month worked.
Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation: The City will match employee's contribution up to one half of one percent (0.5%) of the employee's base salary for each pay period in which employee contributes to the program.
Retiree Health Savings (RHS) Vantage Care: Two (2) percent of the employee's base payroll will be deposited in each individual's RHS Vantage Care account.
Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.
Continuous Service Pay:
Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary.
Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary. Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.
