We are seeking a highly experienced CPIC SME to provide leadership in supporting the Centers for Disease Control and Prevention (CDC) in tasks related to IT governance, portfolio management, and project oversight. The SME will play a critical role in ensuring compliance with federal IT policies, optimizing CDC's IT investments, and enhancing the maturity of the capital planning processes. This position will specifically support the execution of tasks focusing on governance, IT and data portfolio performance, capital planning, and project management within the Enterprise Performance Life Cycle (EPLC) framework.

What You Will Do:

Governance, IT, and Data Portfolio Performance Assessment and Optimization:
  • Lead the effort to support the evaluation of CDC's IT and data portfolio performance.
  • Provide guidance on the development of performance measures and evaluation criteria to improve the CDC IT Portfolio Management Scorecard.
  • Offer strategic advice for the selection and planning processes to align with CDC's IT governance.
  • Lead annual IT investment assessments and ensure optimal alignment with CDC's strategic IT objectives.

Capital Planning and Investment Control (CPIC) Support:
  • Oversee CDC's IT capital planning processes, including the development and analysis of business cases for annual submissions to HHS and the Office of Management and Budget (OMB).
  • Ensure compliance with OMB A-11 Capital Planning guidance and HHS IT Portfolio Management Policy.
  • Provide financial analysis and support to CDC's CPIC team, ensuring accuracy in the IT portfolio and reporting.

IT Project Management and EPLC:
  • Lead efforts to improve the health and maturity of the Enterprise Performance Life Cycle (EPLC) methodology across IT projects at CDC.
  • Develop tools to track stage gate activity and ensure the compliance of IT projects with CDC's EPLC standards.
  • Provide analytic support and reporting on cost and schedule variances for IT projects, ensuring full compliance with HHS and CDC project management policies.

Requirements

What We Need:
  • Bachelor's Degree in a related field.
  • Minimum of 5 years experience in IT portfolio management, CPIC processes, and project management within a federal government environment.
  • Demonstrated experience in capital planning, investment control, and governance for large IT portfolios.
  • Knowledge of federal IT policies, including FITARA, OMB A-11, and HHS IT Portfolio Management Policy.
  • Proficiency in using IT investment and portfolio management tools such as Folio.
  • Strong analytical and communication skills with the ability to engage executive leadership and facilitate cross-functional teams.

Even Better:
  • Master's degree preferred.
  • Experience supporting CDC's Office of the CIO (OCIO).
  • Experience with the Government Accountability Office (GAO) Information Technology Investment Management (ITIM) Maturity Framework.
  • Certification in Project Management (PMP).

Clearance Level:

Ability to obtain and maintain a Public Trust clearance.
