ABOUT THE POSITION

The County of Riverside's Department of Facilities Management has an opportunity for a Facilities Project Manager II located in Indio to support the Desert Region. The Desert Region spans from Palm Springs to Blythe and includes Cathedral City, Rancho Mirage, Palm Desert, Indio, Coachella and surrounding cities.

The Facilities Project Manager I is the entry level classification in the professional Facilities Project Manager series and reports to an appropriate supervisory level classification. Incumbents are assigned to departments that are authorized to construct public works projects and to provide ongoing project management oversight. Incumbents in the Facilities Project Manager I classification receive office and field assignments of a less complex nature on a training basis. As incumbents develop a variety of project management skills and abilities, more difficult and responsible construction and work is assigned.

The Facilities Project Manager II under general supervision will provide technical management of various County facility construction, alteration, and repair projects, including space management and facilities or furnishings planning and implementation; to assist in the administration of construction contracts; and to do other work as required.

Great communication skills are a must in this position as additional responsibilities will include working closely with various Riverside County Department on scope of work, selecting and managing project teams, and overseeing selections of contractors, architects, and vendors. Duties will include preparing, processing, and providing full scope of Project Management.

The Department seeks candidates that have project management experience related to construction management activities and process. In addition, the ideal candidate will have a working knowledge of and experience in working with facilities maintenance personnel, developing scope of work, project and administrative management. Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.

EXAMPLES OF ESSENTIAL DUTIES

• Assists in coordinating the development of project concepts and requirements with County department officials to ensure project design is compatible with needs; assists in preparation of project concept proposals and cost estimates.

• Assists in the preparation of Requests for Proposals and in the selection of architect-engineering (A-E) firms for designs and/or studies; assists in the review and analysis of A-E firm design/study submittals for compliance with County standards and for appropriate design applications.

• Assists in preparation of recommendations relative to complex A-E firm design and material submittals; assists in monitoring construction management and inspection efforts of A-E firms.

• Prepares construction design documents including specifications and drawings for building projects; conducts research and feasibility studies.

• Communicates County needs and desires to A-E and construction firms; reviews and analyzes A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications.

• Resolves conflicts between cost and technical constraints, legal and regulatory requirements, and user needs.

• Prepares correspondence and reports as needed.

MINIMUM QUALIFICATIONS

Facilities Project Manager I:

OPTION I Education: Graduation from an accredited college or university with a bachelor's degree in engineering, architecture, construction or business management, business administration, or a closely related field to the assignment. (Additional qualifying experience in assisting in the development of project schedules, updating schedules throughout the design process, tracking construction budgets, managing requests for information (RFI's), and coordinating design submittals may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)

OPTION II Certificate: Possession of a Project Management Certificate.

Experience: Three years of assisting in the development of project schedules, updating schedules throughout the design process, assisting in tracking construction budgets, managing RFI's, and coordinating design submittals. Incumbents must gain possession of a Project Management Certificate within twelve (12) months of date of hire. (Additional qualifying education in engineering, architecture, construction or business management, or a closely related field may substitute for the required experience on the basis of one year of experience equaling 30 semester or 45 quarter units of education.)

Facilities Project Manager II:

OPTION I
Education:Graduation from an accredited college or university with a Bachelor's degree in engineering, architecture, construction or business management, business administration or a closely related field.
AND
Experience:One year of professional level project management experience, which included responsibility for developing and updating project schedules throughout the design process, tracking construction budgets, managing RFIs (request for information), and coordinating design submittals equivalent to a Facilities Project Manager I with the County of Riverside. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)

OPTION II
Certification:Possession of a Project Management Certificate from an accredited college or university.
AND
Experience: Four years of professional level project management experience, which included responsibility for developing and updating project schedules throughout the design process, tracking construction budgets, managing RFIs (request for information), and coordinating design submittals equivalent to a Facilities Project Manager I with the County of Riverside.

Driver's License: Possession of a valid California Driver's License is required.

Knowledge of:The principles of architectural design and facility construction; structural, electrical, and mechanical engineering construction; materials used in facilities construction; Uniform Building Codes, local, state, and federal building construction regulations, and other pertinent safety or construction requirements; building construction cost estimating and contract change order negotiations; budget preparation.

Ability to:Develop and evaluate design and construction standards and criteria; understand, interpret, apply, and enforce codes, regulations, specifications, schedules, and contract provisions; perform calculations used in construction design and cost estimating; communicate effectively in oral and written form; establish and maintain effective working relationships with architects, engineers, contractors, and various public officials.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
