THE POSITION
This position is the entry-level position in the professional planning series that allows the incumbent to develop journey level knowledge and abilities in the field of municipal planning. Responsibilities include but are not limited to: preforming land use and urban planning work, including current and advanced planning, and implementation of the City of Big Bear Lake’s General Plan; reviewing moderately complex zoning and development applications; evaluating, preparing, and processing current development projects while applying necessary federal, state, and local regulations; providing assistance to the public regarding applicable laws, standards, policies, and procedures related to the submission of plans and processing of permit applications; conferring with applicants to identify potential problems and suggesting solutions. Primary duties also consist of acting as a resource person for the public, developers, homeowners and builders, answers general inquires at the counter, by written correspondence, and on the phone regarding zoning, planning policies and permits, application processes, timelines and fees; provides public documents such as maps and tracts. An Assistant Planner also assists in preparing staff reports, resolutions, public noticing, and ordinances for plot plan reviews, conditional use permits and special event permits, and as more experience is gained will formally present these documents before the Planning Commission and/or City Council.
THE IDEAL CANDIDATE
The ideal candidate must have knowledge of modern principles, practices, and techniques of current and advanced planning, as well as, familiarity with applicable federal, state, and local laws, codes, and regulations including the City Municipal Code, the California Environmental Quality Act (CEQA) and California laws relating to subdivisions, housing, annexations, zoning, and land use. In addition, the candidate will have a comprehensive understanding of land use, physical design, demographic, environmental, transportation, economic and social concepts as applied to municipal planning and proven research techniques in the field of urban planning. A successful applicant would also have prior municipal planning experience and the ability to use Geographic Information System (GIS) software, accurately interpret maps, site/building plans, architectural drawings, and statistical data. In addition, this person should be able to analyze, organize, and systematically compile technical and statistical information; review and process routine to moderately complex permit applications; and prepare/present routine reports.
