The Digital Operational Resilience Act (DORA) is a European Union (EU) regulation that requires financial entities to implement a range of measures to strengthen their information and communication technology (ICT) security. DORA's requirements include:
Risk management: Financial entities must establish comprehensive ICT risk management frameworks, including policies and procedures. They must also conduct continuous risk assessments, document cyberthreats, and document how to mitigate identified risks.
Testing: Financial entities must regularly test their ICT systems, including penetration testing and resiliency testing. They must also conduct digital operational resilience testing to assess their ability to handle ICT disruptions.
Incident reporting: Financial entities must report incidents to regulatory authorities.
Third-party risk management: Financial entities must oversee third-party service providers to ensure they meet DORA's resilience standards.
Contractual review: Financial entities must review and potentially amend contracts with technology service providers to ensure compliance with DORA.
Policies and procedures: Financial entities must update internal policies and procedures to meet DORA's standards.
Board-level awareness: Board members should be aware of ICT risks and receive training on them.
DORA entered into force on January 16, 2023 and will apply in full from January 17, 2025
