Performs complex professional work in civil engineering through the application of professional engineering knowledge and skill for the design and construction on public works projects to ensure technical competence and compliance with all current codes and technical standards.
Salary: $103,568.61 - $132,935.09 Annually
EXAMPLE OF DUTIES
Reviews private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
Coordinates and/or undertakes the development or update of the City Comprehensive Sewer Plan, Comprehensive Water Plan, the Capital Improvement Program, and other plans involving the municipal infrastructure.
Determines applicable codes, regulations, and requirements for assigned projects.
Coordinates the preparation of, or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
Provides project management for the construction of the municipal public works projects. Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
Coordinates the preparation of, or develops, reviews and updates the sewer, water, storm drainage, and street system maps, data base, and comprehensive plans.
Maintains the engineering library and infrastructure records.
Maintains and updates city subdivision and public works standards.
Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs.
Investigates citizens’ complaints and initiates corrective action when appropriate.
Evaluates issues and options regarding municipal public works and makes recommendations.
Participates in preparation of the departmental budget for annual and capital improvement programs.
Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.
Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc.
Prepares traffic, utility and other studies and reports.
Prepares for, attends, and reports on city council meetings, as may be required.
TYPICAL QUALIFICATIONS
Graduation from a four-year college or university with a bachelor's degree in Civil Engineering; and a minimum of four years of previous professional civil engineering experience including site plan, subdivision design or plot plan review, water and wastewater distribution design or pavement design; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Knowledge: Thorough knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting; Thorough knowledge of applicable federal, state, and local codes and standards governing or bearing on civil engineering and municipal contracting activities;
Skills: Considerable skill in arriving at cost estimates on complex projects; Skill in operating the listed tools and equipment.
Abilities: Ability to effectively administer the planning, design, and construction of major civil engineering projects through the efforts of consultants and technical support personnel/ Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials, and the general public; Ability to establish and maintain effective, cooperative relationships with residents, coworkers, and all other job-related contacts; Ability to conduct necessary engineering research and compile comprehensive reports.
SUPPLEMENTAL INFORMATION
LICENSURE OR CERTIFICATION REQUIRED: Must possess a valid State of Ohio driver’s license and ability to maintain continuing eligibility under the City’s driver eligibility standards. PE registration is required or EIT registration with PE obtained within one year of employment. Must be physically capable of moving about on construction work sites and under adverse field conditions.
SPECIAL REQUIREMENTS: Must be a non-smoker and non-tobacco/nicotine user, including but not limited to cigarettes, cigars, pipes, snuff, etc., and refrain from using all tobacco/nicotine products for the duration of employment with the City.
