ABOUT THE POSITION

5% added premium pay for those who possess a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Information Systems Auditor (CISA)

The Riverside County Auditor-Controller (ACO) seeks to fill two Senior Internal Auditor's who will be assigned to the ACO Audits unit located in Riverside, CA. This position offers a 9/80 work schedule. Hybrid remote work options are available but are subject to business needs and are not guaranteed.

The selected candidates will conduct, operational and compliance audits which include construction contracts, and grants of any department, function, operation, or program assigned. The Senior Internal Auditors will plan audit procedures, determine scope of an approach to audits in consultation with management; conduct audit program; perform detailed testing and analysis. The incumbents will also lead in the examination of records to determine accuracy of data and effectiveness of procedures and internal controls; document findings and prepare audit and special reports; confer with client management as to recommendations and findings; discuss audit results with responsible officials; write draft and final audit reports and ensure proper distribution of reports. Additionally, they will perform special research projects as necessary; review audit working papers and reports for quality of work and compliance with auditing standards.

Competitive candidates will have extensive operational or compliance audit experience and conducting internal audits for multiple agencies or departments. Knowledge and experience of contract auditing, construction contracts, subrecipient auditing, and standards such as Generally Accepted Governmental Auditing Standards or the Institute of Internal Auditors Standards is highly regarded. Recent auditing experience is also highly desired.

The Riverside County Auditor-Controller is an independent, nonpartisan elected office established to provide accounting, audit, payroll, and property tax administration services to County government, cities, K-14 schools and special districts. The Auditor-Controller is the chief accounting and disbursement officer of the County. Riverside County is the fourth largest county in California and the eleventh largest in the United States.

EXAMPLES OF ESSENTIAL DUTIES
• Conducts compliance audits which include construction, grant, and/or contract monitoring of any department, function, operation or program assigned.

• Plans audit procedures and assigns segments of audits to assistants; determines scope of and approach to audits in consultation with management and within the constraints of time and staff available; conducts audit program; performs detailed testing and analysis.

• Leads in the examination of records to determine accuracy of data and effectiveness of procedures and internal controls; documents findings and prepares audit and special reports, conferring with client management as to recommendations and findings.

• Discusses audit results with responsible officials.

• Writes draft and final audit reports and ensures proper distribution of reports.

• Performs special research projects as necessary.

• Trains lower level positions; reviews audit working papers and reports for quality of work and compliance with auditing standards; provides input to performance evaluations.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree with a specialization in auditing or accounting or possession of a valid certificate as a Certified Internal Auditor, Certified Fraud Examiner, Certified Information Systems Auditor or licensed as a Certified Public Accountant.

Experience: (Recent experience preferred)-Two years of professional auditing experience which demonstrates possession of the knowledge and abilities listed.

Knowledge of: Auditing and accounting principles, techniques, procedures and terminology; auditing standards established by the Institute of Internal Auditors and the American Institute of CPA's as they relate to governmental auditing; computer system principles, theories, techniques, practices and software applications related to internal auditing; principles and practices of management and management control; techniques used in statistical sampling and flow charting; business law, federal, state and county laws and regulations pertaining to accounting and auditing standards.

Ability to: Independently plan, organize and direct an audit program under minimal supervision; perform complex analytical and critical examination of governmental records; establish and maintain effective and cooperative relations with a variety of government officials, fellow employees and the public; maintain the confidence of department management and staff and other officials during audits while resolving difficult problems; communicate effectively orally and in writing; accurately analyze situations and data, determine the relative significance of conditions and circumstances encountered, and define problem areas; supervise and complete the collection, analysis, interpretation and evaluation of relevant problem solving data resulting from audit findings and recommend effective courses of action; operate a personal computer and use audit-related software; prepare, review and edit comprehensive, clear and concise audit reports and financial statements; lead, train and evaluate the work of professional and technical assistants.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
