As the Sr Pricing Manager, you will prepare multiple concurrent, competitive, complex bids. Ensures full compliance with RFP/IFB instructions, Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS)Evaluates solicitations for proposals as well as pertinent sections of the FAR, DFARS, CFR, and other applicable Government laws and regulations. Manages all cost volume activities and prepares fully responsive, highly competitive pricing models for the bids to which they are assigned. Uses Government-provided cost templates and build complex cost models. Supports proposed pricing with compliant bases of estimates for competitive salaries, levels of effort, and other cost inputs. Supports all phases of the cost proposal process from proposal development through negotiations. Works closely with the Business Development organization to estimate target subcontractor bid rates and collect sub responses through pricing data calls. This position interfaces with senior executives, operation leads, capture managers, business developers, and bidding partners. Will meet with DCAA and other government auditors as required to answer fact finding questions. This position supports contract administrators in preparing other proposal volumes by contributing narrative explanations of pricing methodologies used in proposals throughout the bidding and negotiating process. Considered a skilled professional in the pricing field. Mentors and trains other team members, ensures compliance with procedures and develops pricing strategies.
ESSENTIAL JOB FUNCTIONS:
• Review Request for Proposals (RFP) and Invitations for Bid (IFB) analyze to determine general and specific cost requirements, including risk identification, avoidance, and mitigation, working closely with Capture Management. Provides guidance to proposal team in understanding of requirements.
• Work closely with technical estimators and other team members to ensure consistent approach to pricing and estimating of proposals. Develop cost projections for labor, materials, supplies, tools and equipment, safety equipment, training programs, uniforms and other related expense items required to support proposed project staff. Accumulates, evaluates, and documents historical cost data and methods in order to maintain current estimating standards and databases. Provides guidance, direction, and specialized assistance for the resolution of difficult and complex problems.
• Collect, research and analyze, FOIA and project historical data to develop cost projections and parametric burn rates used in re-competitions and new business. Train and mentor team in process for collecting, researching, and analyzing data.
• Develop price/cost volumes and pricing reports in compliance with the company disclosure statement, RFP/IFB instructions, Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS). Train and mentor team to develop price/cost volumes as well as creating pricing reports.
• Develop and present pricing presentations for kickoff, strategy, and pricing reviews with senior management. Ensure the data presented is current, complete, and accurate. Mentor and train team to develop and present pricing data.
• Research and develop cost/pricing rationale for submission with proposal. Verify that all required documentation is included/integrated and is current, complete and accurate. Responsible for final cost volume and pricing documentation produced for a proposal submission. Mentor and train team to develop cost/pricing rationales.
• Prepares responses and associated documentation required to respond to client Fact Finding, Evaluation Notices and Negotiations.
• Mentors other pricing analyst and teaches IAP best practices and processes for pricing efforts.
• Create pricing and estimating training material in support of continuity and consistency in the pricing and estimating department.
• Prepare and maintain all supporting documentation.
EDUCATION & EXPERIENCE: (or equivalent)
• Bachelor's degree or equivalent work experience.
• 8 years' relevant experience in a government contracting.
KNOWLEDGE & SKILLS:
• Effective analytical, oral and written communication.
• Ability to interact effectively with people in many different occupations across the company and with clients, vendors, subcontractor and craft representatives.
• Attention to detail with an ability to handle multiple tasks independently.
• Working knowledge of pricing for Government contracts, Federal Acquisition Regulations (FAR), Cost Accounting Standards and Service Contract Act (SCA).
• Expert skill using Microsoft (MS) Excel, MS Word, and Access.
SECURITY CLEARANCE: Ability to obtain or maintain a Top Secret Clearance
