Purpose



The Business Development (BD) Unit within CWS is responsible for all new institutional funding for the organization. The BD unit seeks a Technical Writer to lead and/or facilitate the writing and development of technical proposals and associated technical annexes for specific business development bids to public and private funders. CWS expects to contract the Technical Writer for at least or up to 40-hours at any time between January 1, 2025 - December 30, 2025.


The successful candidate should have a robust background in writing successful program implementation proposals for refugees, asylum seekers, and other displaced populations. This includes specific experience in US Disaster and Emergency Response and Recovery, as well as in housing, mental health, employment, community belonging, and human trafficking sectors. Additionally, the candidate must have demonstrated success in lead roles for program design and technical writing, while also contributing to the social analysis context within the region or state.



Responsibilities



Lead proposal technical writing for CWS identified funding opportunities:


  • Work with CWS teams to identify and select appropriate sector-specific interventions.

  • Contribute to the social contextual analysis for persons within communities in focus.

  • Review and edit draft technical narrative inputs provided by national/regional office teams and/or local partners.

  • Desk research on state/regional/national background information, sectoral best practices, and other information needed for proposal designs.

  • Draft indicators and outcomes, in tandem with evaluation measures that align with program implementation plans.

  • Draft proposal sections in collaboration with program teams. These typically include background statements, gap analysis, gender analysis, log frames, monitoring and evaluation plans, activity implementation plans, approaches, cross-cutting issues, risk analysis, management and staffing, and organizational capacity statements.

  • Review and edit proposal documents and annexes for submission, in collaboration with proposal team members.

  • Produce final proposal narrative technical annexes.




Qualifications





  • Experience writing winning refugee and other displaced population program implementation proposals.

  • Excellent writing skills in English.

  • Strong grounding in refugee and displaced person program design. This includes specific experience in US Disaster and Emergency Response and Recovery, as well as in housing, mental health, employment, and human trafficking sectors. Ability to work effectively with program teams to gather information and to rapidly make ongoing adjustments to proposal narratives during a program design process.

  • Ability to collaborate effectively with HQ and program-based team members.

  • A minimum of two years' field experience in refugee and other displaced persons programming preferred.

A contract will be signed with a selected consultant and will further detail terms, conditions and deliverables.



Roles and Responsibilities



The technical direction of this consultancy will be done by the Associate Director for Business Development.
