The Director of Government Affairs is a key leadership position reporting directly to the CEO. The Director will primarily serve as a voice for WVBA members' legislative and policy priorities and will additionally participate in developing and executing WVBA's broader business strategies. The Director will have primary responsibility for the WVBA policy and government affairs function. The Director will be expected to build relationships with key legislators, administration policymakers and other financial industry stakeholders. The Director will also directly participate in WVBA management and administration.
The Director will work closely and collaboratively with the WVBA's Board of Directors (Board), CEO and staff to drive strategy, execute short and long-term policy objectives, and define and meet metrics for impact and accountability.
Core Responsibilities include:
Serve as WVBA's primary liaison to state government entities and state legislators on issues impacting the financial services industry in West Virginia
Lead the WVBA Legislative Committee in collaborating with other financial services trade associations, government affairs professionals, and external lobbyists to coordinate ambitious policy goals
Engage, educate, and cultivate relationships with administrative officials and state legislators to advance WVBA's policy agenda
Foster close working relationships with government affairs professionals employed by WVBA members, allied trade associations and advocacy organizations
Work with the Board and CEO to determine the need for and inform the content of policymaker-focused communications, including but not limited to testimony, talking points, and briefing materials
Work with the Board and CEO to develop and execute strategies to deliver on WVBA's legislative and regulatory policy priorities at the state and federal levels.
Lead/Support negotiations on key legislative and regulatory changes important to the WVBA members
Work with the CEO and other Directors to develop and execute strategies to increase WVBA membership value
Organizational/Leadership:
Work closely with the Board and CEO to develop and drive WVBA's overall political engagement strategy, including political action committee (PAC) management
Develop and maintain relationships with the WVBA Board of Directors and association policy committees
Evaluate, cultivate, and create relevant coalitions based on the internal and external voices needed to advance WVBA's policy objectives
Lead WVBA's engagement with administration officials, legislators, legislative staff, and executive branch officers
Required Qualifications:
Bachelor's Degree
Minimum of 5 years of experience in lobbying or policy making roles
Preferred Qualifications:
Master's Degree or Juris Doctor
State executive office, state agency, or federal agency experience
State or federal legislative body experience
Corporate government affairs experience
Relevant trade association experience
Advisory, law, or lobbying firm experience
Experience developing and managing public affairs campaigns to advance advocacy goals
Financial services industry or finance experience
Ability to be proactive and assertive while successfully collaborating with politically diverse individuals internal and external to the WVBA
A plus if the candidate understands major financial industry policy making trends
Openness to creative approaches in solving strategic problems
Executive-level written and verbal communication skills including superior listening skills
Ability and willingness to work non-traditional hours
