ABOUT THE POSITION

Riverside University Health System (RUHS) is looking for a bilingual Health Education Assistant II to join their Injury Prevention program within Behavioral Health, based in Riverside.
**Bilingual Required - English/Spanish

The incumbent in this position will support county-wide youth and community presentations, assist with program oversight and evaluation, and create educational and promotional materials. The Health Education Assistant II will also have experience working with school-aged children and youth on health-related programs, including suicide prevention, overdose awareness, and violence prevention initiatives. Preferred qualifications include certifications as a Child Passenger Safety Technician, SafeTALK, and ASSIST. The Health Education Assistant II will play a key role in communicating effectively with schools and community partners. This position involves building and maintaining coalitions with schools, communities, and organizations to promote Injury Prevention and Child Passenger Safety programs. The ideal candidate will also be skilled in developing curricula for school-aged children and community-based programs. The Injury Prevention division seeks candidates with experience in grant writing and coordinating a variety of events and educational workshops. Proficiency with computer programs such as Adobe, Canvas, and Eventbrite is required.
Under general supervision, assists and participates in all phases of community and/or patient health and nutrition education programs, including planning and evaluation; and performs other related duties as required.

The Health Education Assistant II assists in the planning, development, implementation, and evaluation of health education programs within major functional areas of the Department of Public Health, Department of Mental Health or Office on Aging. This class differs from the Health Education Assistant I in that the latter is the entry-level class in which incumbents receive training in the principles, methods, and techniques of community health and nutrition education including program planning and evaluation.

EXAMPLES OF ESSENTIAL DUTIES
• Determine community health and/or patient education needs and participate in the planning, development, and evaluation of required programs.

• Assist in developing and maintaining coalitions, advisory councils and other partnerships by identifying and contacting community resources and leaders to gain their cooperation and encourage participation in assessing community health needs, implementing community educational efforts, and promoting positive health practices.

• Assist in the planning of, and participate in, workshops, seminars, and discussion groups to promote health and health education programs; assist in the orientation of departmental and other County department staff participating in health education programs in the areas of program objectives and methods.

• Organize and conduct educational sessions on various health and nutrition topics, including the objectives and services of the Department of Public Health, Department of Mental Health, Office on Aging, or Riverside County Regional Medical Center for schools, community groups, and agencies.

• Prepare bulletins, periodic reports, and educational materials; prepare new releases and special features on assigned health topics; maintain and utilize a list of media contacts.

• Prepare exhibits, posters, and displays of presentation at meetings, conferences, clinics, and public gatherings; assist community groups in the organization and development of various community health education projects.

• Assist in preparation and modification of appointment schedules and patient/participant flow.

• Provide health and nutrition education to individuals based on assessed needs.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in community health education, public health, health sciences or services, health education, home economics, foods and nutrition, kinesiology, family or consumer related sciences, behavioral or social sciences, or closely related field.

OR

Experience: One year of experience as a Health Education Assistant I with the County of Riverside.

Knowledge of: Health education principles, methods, and techniques, including the preparation of educational materials and the means of disseminating educational information to the public through mass media; community resources and their functions; techniques of collecting and compiling data pertinent to health education program planning and evaluation; common health problems of target groups in the community, their causes and prevention; group dynamics and human behavior.

Ability to: Prepare public educational materials such as pamphlets, posters, displays, and exhibits; present ideas accurately, concisely and effectively, both orally and in writing; prepare and deliver effective oral presentations before public and professional groups; organize and conduct meetings, training forums, and seminars; establish and maintain effective working relationships with a wide variety of community agencies, organizations, and individuals.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
