The Quality & Heath, Safety and Environmental (HSE) Manager will be responsible for developing, implementing and managing the company's quality system and ensuring compliance with selected industry standards and certifications decided by the company. This includes developing and driving process improvements internally and at suppliers, leading quality control initiatives and collaborating with cross-functional teams to achieve the highest levels of product integrity. The candidate will also implement and oversee the Heath, Safety and Environmental corporate programs. The ideal candidate will bring expertise in quality management, compliance and certification processes, as well as HSE procedures and best practices, particularly in a fast-paced startup environment.
Essential Duties and Responsibilities:
Quality Management:
Establish and implement a comprehensive QMS, ensuring compliance with ISO standards (e.g., ISO 9001) for the operations in California.
Develop standard operating procedures (SOPs) and documentation that align with the business needs, keeping them simple for compliance.
Identify, recommend and implement process improvements across production, design, supply chain and accounting functions to enhance product quality.
Lead root cause analysis and corrective/preventative actions (CAPA) to resolve product quality issues and prevent recurrence.
Conduct regular audits to ensure compliance with established procedures.
Establish inspection criteria and sampling plans for in-process and final product inspection.
Establish supplier quality requirements, on-boarding and adherence to design; perform audits; manage warranty and metrics; perform CAPA and create development initiatives.
Collaborate with procurement and R&D teams to establish quality control procedures in-house and with third-party vendors.
Implement and oversee all quality assurance (QA) activities, including incoming material inspection, in-process quality checks and final product testing.
Work closely with engineering, production and R&D teams to ensure quality is embedded in all products delivered.
Provide training and guidance to all employees on quality standards, certifications and continuous improvement.
Health, Safety and Environmental (HSE) Management:
Implement, manage and maintain Upwing's Health, Safety and Environmental corporate programs in accordance with all legal and regulatory compliance requirements.
Maintain current knowledge of OSHA, EPA & DOT regulations and communicate OSHA regulatory information to management.
Develop cross-functional partnerships to drive initiatives and leverage internal resources.
Lead the systems and processes to identify all hazards associated with all our operations and then implement the appropriate hazard controls to mitigate risk.
Conduct HSE reviews of new products, chemicals and processes entering our facilities and implement hazard control systems.
Ensure all products are labeled and are in compliance with Globally Harmonized System (GHS) and Material Safety Data Sheets (MSDS) standards.
Ensure the sites have all the required PPE on hand and the PPE is up to date.
Implement and lead the HSE program to improve safety, minimize occupational health and safety risks and ensure a safety-first culture at all levels of the organization.
Facilitate and lead any external HSE related inspections (DOT, OSHA, Fire Prevention, Environmental Authorities, etc.)
Lead risk analysis studies and develop mitigation action plans.
Lead the Health & Safety Committee.
Implement the necessary HSD audit/inspection program for our operation and then conduct audits/inspections and follow up on corrective actions with departments.
Coordinate incident reporting and injury/illness recordkeeping.
Administer HSE training programs required for our operation and track/keep record of our training log (ensure training for all employees, visitors and contractors).
Develop and lead communication of HSE program, requirements, updates, issues and progress to corporate and stakeholders as necessary.
Provide day-to-day support and engagement with site personnel in executing assigned safety programs and projects.
Responsible for accident prevention through safety audits, implementing and managing safety committees and teams, monitoring safety metrics, leading safety talks, providing education and training.
Lead, coordinate and provide ongoing development to ensure the organization is prepared in case of an emergency. Key leader for emergency response plans and programs.
Maintain HSE related documents and records.
Skills, Experience, Education, and Abilities:
Bachelor's degree in engineering, quality management, HSE or related field.
5+ years of experience in a quality management role in a manufacturing environment.
Experience and strong knowledge in ISO 9001:2008 standards, processes and regulatory compliances.
Experience in establishing and managing a QMS in a startup or fast paced environment.
Demonstrated ability to drive process improvements and manage quality control in a production setting, with focus on supply chain and production.
Certification as a Certified Quality Manager (CQM).
Experience with Lean Manufacturing, Six-Sigma, Kaizen and other process improvement tools.
Experience with GD&T, low tolerance precision machined parts, CMM and Romer Arm.
Strong analytical and troubleshooting skills.
Good written and oral communication skills are required.

The Quality & HSE Manager will be supervising the existing Quality Control Inspector and Document Control Specialist.
Physical Demands/Work Environment:
Travel up to 30% of the time.
Must be capable of lifting up to 50 lbs.
