POSITION SUMMARY
The Director of Clinical Information Systems manages the clinical application information system group that has specific responsibility for building or configuring, maintaining or enhancing, and eventually decommissioning applications, products or technology solutions through the life cycle. This group is responsible for all application and technology enabling products related to clinical care delivery. The Director of Clinical Information Systems is also closely aligned with corresponding operational, business and administrative leaders for AtlantiCare, leadership model responsible for clinical and business outcomes driven by the application products.
AtlantiCare Information Technology (AIT) creates, manages, and drives realization of value for our consumers, clinical operations, and business partners through the selection, implementation, and operation of digital and emerging technologies and solutions that run, grow, or transform our organization.
This role reports directly to the Chief Nursing Informatics Officer (CNIO) and works collaboratively with all teams within AIT. This position supports organizational goals by providing quality customer service, participating in performance improvement efforts and demonstrating a commitment to teamwork and cooperation.
This position requires on-call responsibilities and on-site responsibilities (ex: On-site presence during go lives, rounding activities, select meetings/trainings, and as determined by request/need)
QUALIFICATIONS
EDUCATION: Master's Degree in Computer Science, Information Systems or Healthcare related field required. In lieu of Master's Degree, Bachelor's degree required and an additional four years of experience required.
LICENSE/CERTIFICATION: Valid Driver's License
EXPERIENCE:
8 years of IT related and Healthcare experience required (In lieu of Master's degree, Bachelor's Degree required and a total of 12 years of experience required)
Minimum of 3 years as a manager required
Advanced knowledge of applications and technology integration
Ability to mentor team
Experience in managing multiple projects
PERFORMANCE EXPECTATIONS
Provides leadership, vision and direction to the clinical information systems organization to ensure it will contribute to AtlantiCare's achieving its goals.
Works with leaders to develop overall clinical information system strategy in the context of the clinical operations and business strategies and initiatives of AtlantiCare.
Develops productive relationships with clinical operations and business leaders and service line managers across the organization to influence how clinical applications can enable new sources of value.
Defines and enhance methodologies and practices for the clinical system life cycle management in line with best practice and practical experience of continuous improvement.
Provides support and facilitates innovative and experimental clinical information system work to test new ideas with bounded cost and time frames.
Ensures that clinical information system processes (including those of third party consulting or external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable regulatory standards and legislation.
Directs team members, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps.
Works with clinical operations leadership to implement and manage clinical system application roadmaps status reporting, metrics and benchmarks.
Manages relationships with major solution vendors and service providers to ensure they cost-effectively meet the needs of the organization.
Oversees the assessment of the technical, clinical operation, and business fitness of the clinical application portfolio and their associated costs and risks.
Ensure the clinical information system application and solution governance process is followed to gain consensus on a prioritized set of measurable clinical outcomes that applications and solutions must support.
Works with clinical service line management, stakeholders and the information technology leaders to define a prioritized set of clinical and business outcomes and application work to accomplish those outcomes within the limitations of the application budget.
Works with stakeholders to improve the business and technical fitness of the clinical system portfolio and minimizes its ongoing support costs.
Oversees benefits realization to ensure the clinical operations and business outcomes are achieved.
Oversees support activities in conjunction with all AIT departments to ensure the application products perform well in production.
Oversees successful delivery of code upgrades and service pack releases from application solution vendors.
Demonstrates strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, clinical operations and business stakeholders and senior management.
Demonstrates proven ability to communicate technical concepts to non-technical people to enhance understanding and drive to decisions that lead to positive outcomes.

Leads the planning, organizing, documenting, evaluating, and prioritizing of regulatory standards as they apply to EHR initiatives by coordinating with various division and departments, committees, and AtlantiCare leadership.
Identifies best routes to pursue in information technology to meet all needs and goals on individual, practice and organizational levels; creating, facilitating and evaluating regulatory, quality improvement and EHR optimization activities within AtlantiCare.
Participates with the vendor and AIT management team in the development of contracts that include business terms and scope of work.
Performs other duties as assigned.

WORK ENVIRONMENT
Potential for exposure to the hazards and risk of the hospital environment on an occasional basis, including exposure to infectious disease, hazardous substances, and potential injury. This position requires balancing, fingering, reaching, reading, driving, and speaking a majority of the time. This position works with such equipment as computers, fax machine, copier, and telephone. Occasional carrying up to 20 lbs. also required.
