Overview
Provides overall expert level Clinical and IT domain knowledge, based on expertise and training in both the IT and clinical research domain, to design and develop and implement sophisticated clinical and research-based study management systems which serve the research community.
Scope of Responsibility
Report directly to the Director of the Epidemiology Informatics and Study Management Unit of the Department of Epidemiology and Population Health
Works directly with PIs on various projects. Provides “dotted-line” reporting to other faculty members at Einstein and Montefiore as needed (e.g. Director of the Einstein-Montefiore Center for AIDS Research etc.)
Interact with a wide variety of agencies outside of the AECOM/MMC Institutes
Responsibilities
Develops prototypes, work flow and use cases to provide scalable solutions that meet both current and future requirements
Utilizes experience as a Healthcare Data and System Architect in Healthcare setting to provide to researchers and PI’s insight into data interpretation. This includes disambiguating and clarification of data and data sources and their sematic meanings.
Technical Lead: Supervises and instructs other staff in the sourcing, organization, interpretation, transformation and delivery of research data throughout the institution.
Lead Project Manager: Works independently and directly on an interdepartmental and extra-departmental basis on a variety of EISMU projects supervising other staff members as needed.
Provides EISMU staff oversight, teaching, technical assistance and guidance on the use of and access to EISMU-external clinical and medical data sources. These activities include best practices for leveraging available technologies and design and development approaches that enhance system robustness, security and maintainability.
Training and Education: Due to extensive cross-training in both IT and healthcare informatics, understands, disseminates and documents audience-appropriate knowledge regarding both domains and the implications of their interactions for research programs.
Works with PI’s, researchers and Montefiore medical staff in identification and interpretation of clinical data for research, grant proposals and healthcare quality assurance (HCQA) projects
Serves as Lead Data Technologist in identifying and promoting tools that grow, distribute and provide a persistent store of both technical and domain information for EISMU, DEPH and non-departmental personnel. This includes fostering, implementing and organizing both tools and knowledge in order to maintain and grow cross-project departmental Knowledge Bases and Wiki-type sites
Expert in both direct and supervisory use of integration tools and methodologies. These include SQL to SAS data transfer and use of SSIS for automation and simplified data management
Responsible for the architecture, implementation and documentation of data-centric systems for users at AECOM/MMC Institutions to enable both individual and collaborative research efforts at both institutions
Serves a major contributor in preparation of both research grant proposals and assists in research result publications.
Responsible for ensuring that all developed products meet state, federal and sponsor requirements for data security including the guarding of PHI data. Provide review of system design and development at EISMU in regard to system security issues, particularly the safeguarding of PHI data as well as the analysis of data for data quality.
Develops, supervises and participates in operational and forward projecting testing of new and migrated systems.
Marshalls and supervises staff for immediate need, emergency response and technical assistance throughout the department during system disruptions. Provides off-hour and weekend work as needed.
In-unit expert on a wide variety of healthcare data sources including the Montefiore Electronic Data Warehouse, Clinical Looking Glass and the Montefiore/Einstein Cancer Registry
Works with national third party organizations to assist in the inclusion of AECOM/MCC-derived data into national databases. The scope of this work includes initial and on-going contact with principals at these organizations, the assessment of AECOM/MCC data for quality assurance purposes and the design and implementation of robust and secure system for the timely transfer of data to these outside organizations.
Design and implementation of systems and tools that enhance researchers’ ability to design and conduct research into the genetic basis for disease progression and genetically targeted treatment protocols.
Provide clear documentation of systems. This includes both internal code-related documentation and external user documentation
Ability to work with individuals both within and outside of the AECOM/MCC Institutions in order to effectively identify system requirements both for immediate and long term needs
Provide analytic services for raw data obtained from a wide variety of sources in order to ensure correct and high quality interpretation of the data.
Qualifications
Experience and Educational Background
Degree in Informatics or Data Science or similar
10+ years informatics/bioinformatics and data architecture experience
Extensive experience with clinical patient data systems including both medical and data flow processes
Over 15 years of experience in the development and maintenance of RDBMS-based and real-time systems, including understanding of system design relating to system response times, system robustness and system scalability
Skills and Competencies
Deep, direct experience in both the fields of Information Technology and Healthcare
Excellent communications skills including superior writing skills, and oral and visual presentation skills
Demonstrated experience with various operating systems
Understanding of mobile technologies such as iOS and Android and how these technologies may be leveraged to provide secure and flexible availability of system data to researchers
Knowledgeable in the use of distance learning tools for training
Strong architectural and development experience for the creation of enterprise-based solutions in RDBMS
Strong architectural and development experience in web-based technologies such as Java, JavaScript, CSS, .net, Visual Studio, HTML
Strong experience in the efficient use of reporting tools such as SQL-Server Reporting Services (SSRS)
Strong experience in the use of Extract, Translation, Load tools such as SQL-Server Integration Services (SSIS)
Strong architectural and development experience in both procedural and object languages such as VBA, C, C++, C#, Perl, PHP
Ability to work independently
Ability to meet deadlines, adjust priorities and handle new requirements as they arise
Ability to multi-task and keep all parties regularly involved in all relevant decision making and abreast of changes to deliverables and project schedules
