The Manager, CIP Compliance has responsibility for overseeing PJM's compliance with all NERC Critical Infrastructure Protection (CIP) standards. This requires working with leaders and subject matter experts throughout the organization to prepare for compliance with new requirements and to maintain and continuously improve compliance with currently effective requirements. The Manager will develop a vision and strategy for PJM's CIP compliance program and participate in the development of the vision and strategy for PJM's broader regulatory compliance program. The Manager must be a catalyst for continually growing PJM's compliance culture. The Manager will also be responsible for working with the Manager, Operational Excellence to ensure the seamless integration of that program with the CIP Compliance program. The Manager also has the responsibility for assisting in managing PJM's relationship with NERC and the Regional Entities.
Essential Functions:
Subject matter expertise in CIP compliance.
Work closely with the staff of the FERC and Reliability Compliance department in synchronizing compliance efforts and initiatives. The division will have a common approach to compliance.
Build and develop strong relationships with requirement owners and subject matter experts by providing superior team support as demonstrated by clearly solving and communicating issues and problems; being responsive to needs, requirements, and deadlines; and generally promoting goodwill in a professional and trust-building manner.
On a daily basis, working with Security, ITS, and Corporate Client Services to better enhance PJM’s CIP compliance initiatives. Such work will include:
Coordinate all CIP audit preparations.
Coordinate all TFE, Mitigation Plan, and violation self reports submissions. These submissions will require working closely with the requirement owners as they draft the initial submissions and the CIP Compliance Department finalize these drafts.
Assisting Requirement Owners in investigating and preparing new matters of potential noncompliance for review with leadership ando the ROCC
Monitor PJM’s submitted Mitigation Plans and their execution and progress to ensure timelines are met.
Assist Requirement Owners in completing RSAWs and collecting applicable evidence.
Review Requirement Owners’ evidence for sufficiency and completeness.
Coordinate all regulatory requests regarding the NERC CIP Reliability Standards.
Actively participate in industry forums such as the ISO/RTO Council and the North American Transmission Forum.
Continually work with PJM leadership to develop CIP lessons learned that will better enable greater security, reliability, and compliance.
Assist Standard Owners in understanding the development of future CIP standards and interpretations.
Participate in the development of policies and procedures as well as recommending improvements.
Managing Project Budgets to targets
Ensuring that issues, problems and resolutions are communicated to the projects’ client areas.
Supporting the career development plan for project team members.
Conducting Employee Performance Reviews.
Plans, tracks, and assures that staff is adequately trained.
Create the Department Annual Budget.
Characteristics and Qualifications:
Required:
BS, Computer Science or equivalent work experience
At least 5 years of experience
2+ years of leadership experience in a managerial/supervisory role.
Demonstrated expertise in the NERC CIP standards
Demonstrated ability to develop and maintain strong relationships
Demonstrated ability to work through others
Familiarity with risk methodologies
Strong verbal and written communication skills
Preferred
MBA
5-10 years of leadership experience in a managerial/supervisory role.
Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM’s customer service reputation
Experience with PJM operations, markets, and planning functions
