The Associate General Counsel provides internal legal support for PJM and is responsible for coordinating and managing the regulatory compliance activities of PJM to accomplish its business objectives. Through leadership and teamwork, the Associate General Counsel assures appropriate legal interests are achieved in a manner consistent with evolving Federal Energy Regulatory Commission ("FERC") policies, applicable state utility regulations and PJM's Core Values.
Essential Functions:
Reports to the Vice President Deputy General Counsel on the status and development of applicable federal and state laws and regulations and PJM’s compliance therewith.
Prepares and supervises staff attorneys in preparation of filings with FERC and state regulatory agencies.
Oversees administrative litigation, and supports civil litigation and Alternative Dispute Resolution.
Coordinates with Department of Government Policy in preparation of filings with state regulatory agencies.
Coordinates with the Vice President, Federal Government Policy, State Government Policy Department and outside counsel in the analysis and interpretation of regulatory matters affecting PJM and the representation of PJM before regulatory agencies.
Responsible for managing and implementing the company’s legal, regulatory and compliance functions to ensure that the business objectives of the PJM Board of Managers and Executive Management are met through exercise of high level of judgment and managerial discretion that reflects the company’s sensitivities, objectives, and regulatory requirements.
Provides tariff interpretation, upon request, to the PJM Members Committee, the Markets and Reliability Committees and the several Member sub-committees.
Monitors and directs outside legal counsel to assist in achieving PJM’s regulatory objectives.
Remains available for consultation by the General Counsel and by lower level attorneys.
Supervises administration of the Law Department, attorneys, paralegals and administrative staff. Mentor and develop attorneys, paralegals and staff.
Lead assigned cross-functional legal and regulatory initiatives.
Analyzes, interprets, advises and provides recommendations on regulatory and legal matters involving PJM in consultation with the General Counsel.
Lead and oversee support for the preparation and filing of documents in federal and state regulatory proceedings involving PJM in consultation with the General Counsel.
Serve as senior legal advisor to Executive Management, Senior Management, Management and staff.
Lead and oversee legal support, counsel and advice to Executive Management, Senior Management, Management and staff on a broad range of legal and regulatory matters concerning operations, systems planning, market services, compliance, accounting and information systems that affect the planning, transmission and/or sale of energy and ancillary services, credit, finance, policies and procedures, and document retention in order to ensure that PJM makes business decisions with full knowledge of applicable legal and regulatory considerations.
Represents PJM before the Federal Energy Regulatory Commission and at the applicable utility commissions.
Lead and oversee the coordination of activities with external legal counsel to assist in achieving Law Division objectives and ensure that outside counsel representation is effective and efficient.
Responsible for providing ethical and conflict of interest advice to employees concerning PJM’s role as the operator of both the PJM Control Area and the electric power market.
Promotes an environment at PJM that is sensitive to ethical concerns through compliance with PJM’s Core Values and the PJM Code of Conduct.
Operates within budget and maintains cost controls to ensure effective utilization of PJM financial resources.
Develop company-wide policies and procedures to ensure legal and regulatory compliance consistent with PJM’s culture of compliance.
Develop Law Department internal policies and procedures to ensure consistency across department functional groups.
Primary representative from the Law Department on the Senior Leadership Team.
Characteristics and Qualifications:
Required:
- JD, - 10+ years of leadership experience in a managerial/supervisory role.
Preferred
MBA, Business Administration
Experience with PJM Agreements and Tariffs
Experience with PJM operations, markets, and planning functions
