Position Description:

Reporting directly to the Chancellor, the Associate Vice Chancellor of Employee and Labor Relations serves as the Chief negotiator representing the District in developing and negotiating Collective Bargaining Agreements for academic and classified bargaining units, and overseeing and facilitating the implementation of the Agreements, including conferring with the Chancellor, Board of Trustees and senior management regarding analysis, costs, pending changes, and legal compliance. The Associate Vice Chancellor of Employee and Labor Relations also plans, organizes, directs, administers, reviews, and evaluates Districtwide employee relations programs, including Title IX compliance, related classification, compensation, collective bargaining, employee relations, labor relations, workplace accommodations, and other related functions. This position has a separate, twin position - Associate Vice Chancellor for Human Resources - and works hand-in-glove with this companion role. The Chief Human Resources Officer role is separate from the Chief Employee and Labor Relations Officer role, but they are partners in supporting the College's employees.
Job Duties: BARGAINING & GRIEVANCE RESOLUTIONS
1. Plans, organizes, and administers a comprehensive employer/employee relations program, including managing and leading the daily operations in assigned functions to provide effective, efficient, and equitable services to the District's diverse stakeholder communities. Supervises the work assignments and evaluates performance of their administrators and classified staff.
2. Leads daily program operations in assigned areas of responsibility, assigns work duties and work schedules, provides timely feedback on performance, conducts performance evaluations, assesses training, participates in corrective and disciplinary processes with assigned staff, and collaborates with the Human Resources Professional Development in providing training opportunities for District employees.
3. Confers with the Chancellor, Board of Trustees, senior administrative staff, and the collective bargaining team to develop collective bargaining proposals, policies, and strategies.
4. Oversees the District's grievance process, including maintaining and evaluating grievance procedures, trends, and legal resources; provides effective leadership in personnel dispute resolutions, investigations, and disciplinary actions. Represents the District in grievance hearings, directs disciplinary actions, and supports solutions in supervisor/employee relations problems.
5. In coordination with Legal Counsel, assists, directs, and resolves legal issues related to labor relations and employee relations, and implements solutions and agreements including legal settlements and litigation.
6. Interprets, monitors, and assists with compliance of collective bargaining agreements; conducts meetings with employee organization representatives to discuss issues related to labor contracts and to resolve issues involving employee relations, contractual interpretations, or disputes; develops and promotes employee relations practices to maintain positive employer-employee relations.
7. Prepares and proposes District position on cases for Public Employment Relations Board (PERB), discipline, or grievance issues.
8. Trains management and other staff in procedures related to employee discipline, grievance and complaint resolution, and related legal requirements.
9. Provides consultation for District administrators, managers, supervisors, and other appropriate personnel on interpretation of collective bargaining agreements, including conferring with the Associate Vice Chancellor for Human Resources on employee issues that affect implementation and development of personnel policies and procedures to ensure cohesive and effective planning and coordination.
10. In accord with District policies, union contracts, and procedures, works with administrators, department, heads, and supervisors to manage the professional conduct of classified staff and collaborates with Human Resources in resolving employee disciplinary matters; where resolution is not reached at the departmental level, serves as the administrative grievance officer in employee discipline processes.
11. Maintains contact with the City and County of San Francisco's Employee Relations Division regarding applicable Civil Service provisions and other areas that potentially impact the College.
12. As directed by the Chancellor, makes presentations to the Board of Trustees, senior administrative staff, and to other group representatives; attends closed (as directed by the Chancellor) and open meetings of the Board of Trustees to make presentations, participate in planning activities, and provide current information as assigned.
13. Actively participates in strategic planning, program review, budgeting processes, developing and assessing administrative unit outcomes.
14. Represents the District in local, state, and national committees, workgroups, and meetings; participates proactively in assigned committees and special projects; cooperates, coordinates, and collaborates with stakeholders as appropriate to advance Employee Relations strategic objectives and effective operations.
15. Complies with District, county, state, and federal requirements.
16. Keeps current on changes in legislation at the local, state and national levels and policy that might impact the District.
17. Prepares and analyzes comparative data for studies relating to salary schedules, fringe benefits, and working conditions. COMPLIANCE (ADA & CIVIL RIGHTS) 18. Develops, implements, manages, coordinates, and leads the District's Title IX compliance programs including complaint receipt, investigation, and resolution; records creation and retention; and data analysis and reporting. 19. Investigates and assists in the resolution of discrimination, harassment, and general workplace complaints.
BUDGET/FISCAL MANAGEMENT 20. In compliance with District guidelines, recommends, implements, and monitors budget for assigned area ensuring that the Employee and Labor Relations Department remains fiscally sound and operates within its allocated budget.
GENERAL RESPONSIBILITIES 21. Promotes a work culture aligned with the College's mission to promote the delivery of customer service, innovation, and quality services to students, employees, and the community.
22. Serves on District and statewide committees as assigned, including participating collegially on CCSF Participatory Governance committees.
23. Works collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities.
24. Demonstrates cultural humility, sensitivity, and equity-minded leadership in working with individuals from diverse communities, models inclusive behaviors; and pursues equitable in outcomes.
25. Supports an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success with an awareness of student equity gaps.
26. Participates in ongoing training on diversity, equity, inclusion and anti-racism as it pertains to improving systems of higher education for historically minoritized and disproportionately impacted groups and employees.
27. Performs additional administrative duties and services as requested and assigned.
Minimum Qualifications:
1. A Bachelor's degree from an accredited college or university or the Equivalent.
2. Five years of senior-level leadership experience related to employee and labor relations, including at least two years as management team chief negotiator at a governmental agency, in the private sector or preferably at a community college or other educational setting. 3. Sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of students and employees.
4. Strong skills in oral and written communication, organizational management and strategic planning.
5. Demonstrated knowledge of principles and practices of labor relations, personnel administration, including recruitment, selection, training, labor relations, Equal Employment Opportunity, and unlawful discrimination.
6. Demonstrated ability to establish and maintain effective working relationships.
