Job Type: [FULL TIME (>=30 HRS WEEKLY) [CONTRACT], [ON-SITE]

Pay Range: [$68/hr on W2.] - [$70/hr on W2.]

Description:
The Technical Specialist/Solution Designer will design and implement SharePoint and web-based solutions that enhance critical Preconstruction processes within NCDOT's Transportation Life Cycle. Key responsibilities include translating requirements into user stories tracking project progress testing solutions training users on new processes and systems consulting with clients and ensuring quality standards are met. The ideal candidate has business analysis experience expertise in designing custom SharePoint solutions analytical and communication skills to collaborate with both business and IT partners SDLC/Agile knowledge and technical writing abilities. Familiarity with NCDOT's systems and business processes is preferred. This hands-on self-motivated professional will improve content management and workflows that deliver value across NCDOT. Additional responsibilities include:
Design SharePoint and web-based solutions to
support Preconstruction business processes that are valuable to NCDOTs Transportation
Life Cycle.
Translate design requirements into clearly defined and manageable user stories for
the Development Team.
Prioritize and track progress on work items and
deliverables.
Ensure work items and deliverables are
scheduled completed and delivered to the clients on time with high quality and
excellent usable documentation.
Document the program and project deliverables as
assigned.
Coordinate with clients to implement re-engineered
business processes.
Test SharePoint and web-based content management
deliverables as required to support the re-engineered business processes.
Draft and deliver training materials for changed
business processes and IT applications.
Consult with clients to prototype refine test
and debug applications and processes to meet business needs.
Provide Quality Control for program and project
deliverables.
Mentor and provide guidance to Junior Level team members.

Required Skills: 8 years
- Experience as a Business Analyst
- Designing SharePoint and web-based content solutions
- Experience and proficiency in Quality Assurance testing and testing methodologies
- Working knowledge of AGILE software development methodology and Software Development Life Cycle SDLC
- SharePoint experience with designing custom Microsoft SharePoint lists libraries and content types
- Strong analytical and conceptual skills
- Positive interpersonal skills
- Strong written and verbal communication skills including ability to explain business processes to IT users and IT applications to business users
- Excellent organizational and presentation skills
- Strong Microsoft Suite experience e.g. Outlook Word Excel PowerPoint Teams
- Experience evaluating business processes and re-engineering
- Experience writing clear and concise technical training materials and other user documentation experience as a Business Analyst

Preferred Skills 4 years
- Proven experience as a SharePoint Business Analyst
- Demonstrated experience in Quality Assurance and testing methodologies
- Motivated self-starter that can work with minimal supervision
- Working knowledge of NCDOTs Preconstruction business process
- Understanding of NCDOTs Transportation Life Cycle business process
- Extensive experience with SharePoint Designer or Owner roles
- Demonstrated experience with AGILE development methodology and Software Development Life Cycle SDLC
- Demonstrated experience with Azure DevOps tool suite
- Experience with Balsamiq Wireframes and prototyping
