Description of Primary Purpose
Primary Purpose: Provides assistance in the development and implementation of short and long-range plans, leading projects, and giving project support over multiple departments; supplying policy and process analysis, gathering, interpreting, and preparing data for studies, reports, and recommendations. The Management Analyst will be expected to exercise considerable independent judgment in executing assignments in accordance with City policies and procedures and provide data driven professional advice to supervisor.
Supervision Received: Reports to the Fire Chief with significant interaction across multiple departments in the development and implementation of multi-department projects.
IMRF pension eligible position.
Salary Grade 10 Full range $58,111 - $87,166 Expected hiring range $60,000 - $72,638 DOQ
Essential Duties and Responsibilities
Performs research and statistical analysis of department programs toward the goal of accreditation.
Performs research and statistical analysis of department and division performance to benchmark against other agencies.
Leads implementation of projects across multiple departments as assigned.
Prepares a variety of studies, reports, and related information for decision-making purposes; conduct research, analysis and prepare recommendations regarding proposals for programs, grants, services, budget, equipment, etc.
Develops and monitors departmental budgets and Capital Improvement Plan.
Prepares Fire Department long-range strategic planning documents.
Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc. as assigned. Assist executive staff with compilation reports upon request and prepare written reports as needed.
Provides back-up for answering and directing telephone calls, payroll, ambulance billing, CPR scheduling and other duties as assigned in the absence of the Executive Assistant.
Assists with special event planning and day of event activities as assigned.

Education and Experience

Education: Bachelor's degree in Public Administration or a related field (e.g. Political Science, Communications, and Management) with at least two years of practical experience in municipal governance preferred. Master's degree in Public Administration or related field strongly preferred.
Experience: A minimum of two years of applied and developed general management, administrative, and/or customer service experience required.
Required Knowledge, Skills, and Proficiencies: Thorough knowledge of business English, grammar, punctuation, and arithmetic; the principles and methods of office management and standard office procedures, systems, and equipment. Proficiency in Microsoft Office, Adobe Professional and other software programs. Working skill in exercising good judgment, maintaining confidentiality, and making responsible decisions in accordance with established policies and procedures; prioritizing, organizing, and performing work independently; exceptional skill in operating a personal computer with the software and programs necessary to perform the work of the department; planning and maintaining complex office and record keeping sequences and systems; communicating effectively orally and in writing; composing and preparing correspondence.
Must be able to multi-task to coordinate and systematically complete multiple projects. Must have working skill in establishing and maintaining effective working relationships and be able to follow written and oral instructions. Must be able to effectively communicate and interact positively with fellow employees and the public.
