VectorUSA is on the lookout for a vibrant and skilled individual to join our team in the role of Labor Compliance Specialist I-II. We are seeking someone with a proven track record in handling federal and state labor compliance, along with expertise in prevailing wage regulations. The ideal candidate will play a crucial role in ensuring compliance on public works projects and overseeing the Associated Builders & Contractors Apprenticeship Program. As a key liaison between Payroll and Public Works administration, this individual will showcase strong personnel management skills.

Position Description
CPR and Compliance documentation preparation and submittals.
Tracks Public Works projects and compliance requirements are met
Ensure prevailing wage compliance with all public works projects; certified payroll and fringe benefits compliance and reporting; apprenticeship program compliance.
Ensure prevailing wage compliance with SUBCONTRACCTORS on public works projects; certified payroll and fringe benefits compliance and reporting; apprenticeship compliance.
Apprenticeship OJT hours and STW Reporting
Major Areas of Responsibilities
PW Compliance Understand federal (DBA and SCA) and state(s) labor compliance and prevailing wage regulations and standards; apply changes/updates to procedures accordingly.
Review Contracts for Prevailing Wage requirements and gather appropriate Wage Determinations that apply.
Review and comply with PW requirements when bidding projects and when projects are awarded (job number assigned).
Prepare all compliance documentation and audit of data, wages, and benefits.
Oversee Subcontractors on PW projects for applicable compliance. Audit Subcontractor compliance documentation, understand and apply withholding requirements.
Assist with the Associated Builders & Contractors Apprenticeship Program.
Ability to conduct analysis reporting for Skilled and Trained Workforce and Apprenticeship ratios.
Knowledge of PW applicability to the weekly payroll process. PW wage and fringe calculation, coding and implementation with the payroll process.
FileMaker Pro and/or other ERP System enhancements to benefit company wide use.
Develop and implement best practice processes and procedures and conduct training in these areas, accordingly.
Any other projects assigned by CEO/President.
Required Qualifications
BA / BS Degree
Minimum 3 years prevailing wage compliance experience and understanding of California Labor Code.
MS Office. Excel skills with formulas (basic math and auto sum, formatting etc.)
Excellent verbal, written and math skills. Thoroughness and attention to detail. Ability to successfully communicate issues and work toward resolution with various parties.
Good Team player and member.
Preferred Qualifications
Successful DIR or DOL PW experience with responding to audits and/or CWPAs.
Experience with Union and or Project Labor Agreements, Project Stabilization Agreements.
Experience with submitting DIR eCPRs, LCP Tracker, eMars, LAUSD CPR portal and/or Prism.
Experience with: FileMaker Pro 8-12.
Working Conditions
The employee will spend their time in an office environment with a quiet to moderate noise level. Occasional travel to client job start meetings may be required.
Physical Requirements
While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus. The position may require some lifting and carrying of 25 pounds or less.
