ABOUT THE POSITION
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The Riverside County Office of Economic Development is seeking a Development Specialist - Level II, based in Riverside.
The Development Specialist - Level II will take the lead on Social Media content development and management of platforms; business assistance services including planning/logistics/technical for large conferences; demographic and market data; import/export referrals; business expansion and retention (to include business site visitations); financial resources and permitting services.
Competitive candidates will have experience working with real estate information and analytic tools, such as CoStar and AIR CRE. Knowledge of business resources and programs available through regional, state and federal programs: Recycling Marketing Development Zones, Opportunity Zones and Foreign Trade Zones.
The incumbent will also be tasked withworking collaboratively with colleagues across various County agencies to conceptualize and implement innovativefull-service campaigns that may include digital marketing, branding, advertising planning and media outreach.
You must be comfortable engaging with the public and representing the department at meetings and events.

EXAMPLES OF ESSENTIAL DUTIES
• Collect, organize and analyze program or project data.
• Conduct needs assessment and determine program priorities.
• Identify areas of economic development programming, analyze the effectiveness of existing programs.
• Assist in the preparation, modification, administration, and evaluation of funding requests from contractors, citizens, private agencies, and local, County and state officials for loan, grant funds or rebate incentive programs; analyze and review routine financial loan applications and proposed contracts for adherence to program guidelines and policies.
• Cooperate with and advise cities, chambers of commerce and local non-profit organizations on developing and implementing workforce, economic and community development programs for workforce, commercial, industrial, tourist, and recreational attraction programs.
• Arrange facilities for the staging of various special events, conferences and meetings to publicize County developments and opportunities.
• Participate in coordinating and meeting with agencies, technical consultants, County personnel, and other involved persons to negotiate contract terms, work schedules and budgets.
• Negotiate routine contracts.
• Prepare materials and conduct instructional client workshops.
• Serve as liaison between businesses and resource partners.
• Provide direct technical assistance to individuals and business owners.
• Conduct on-site visits to engage with employers and provide information about County resources and programs.
MINIMUM QUALIFICATIONS
OPTION I
Experience: One year as a Development Specialist I with the County of Riverside.
OPTION II
Education: Graduation from an accredited college or university with a master's degree in business or public administration, behavioral science, social science, political science, aviation, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, Facilities Management Department, or Aviation within the Transportation & Land Management Agency.
OPTION III
Education: Graduation from an accredited college or university with a bachelor's degree in public or business administration, behavioral science, social science, political science, aviation, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, Facilities Management Department, or Aviation within the Transportation & Land Management Agency. (Additional professional, technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, Facilities Management Department, or Aviation within the Transportation & Land Management Agency may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: One year of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, Facilities Management Department, or Aviation within the Transportation & Land Management Agency.
EXAMPLES OF OFFICE OF ECONOMIC DEVELOPMENT areas of focus:
Economic development; commercial development; real estate; community services (e.g., parks, community centers or lighting, water and utilities programs); finance; contract monitoring/management; environmental or sustainability programs; foreign trade; public relations; marketing; fundraising; film; human resources; museums; libraries.
ALL OPTIONS
Knowledge of: Basic laws, regulations and policies pertaining to assigned programs; basic structures and functions of local, state and federal governments, and community human services resources and organizations; basic principles and practices of economic, industrial, housing, and community development; basic principles and practices of public relations and job training; basic principles and practices utilized in governmental, business and financial administration; methods and techniques used in performing land use planning; economic and industrial development resources used to assist businesses to locate or relocate in the County; composition of the business community involved with economic, industrial and community development; purpose and structure of publicly funded training programs; laws and regulations governing the funding and operations of publicly funded training programs; employment problems of economically disadvantaged persons; local employment practices, conditions and needs; statistical applications used in analyzing labor market, economic and demographic data.
Ability to: Gather and analyze basic program data, reason logically, draw valid conclusions, generate and evaluate alternatives; plan and prepare materials to be used in promotional materials; provide technical assistance regarding grant-funded programs; plan and coordinate effective citizen participation groups; establish and maintain effective relations with clients, private and public employers, other community service agencies and civic groups, the general public, and fellow staff members; communicate effectively in oral and written form to individuals and groups of various organizational and socio-economic levels; understand, interpret and apply the provisions of basic government regulations, policies and program operator contracts.

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
