As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Project and Program Manager to join our team and support our West Coast, and U.S. Pacific Islands portfolio. This position reports to Lynker’s Ecosystem Science and Management Group (EcoSAM) West Coast and Pacific Islands Division Lead/VP and is part of our divisional management team. This Project Manager serves as a business services manager and development team member in EcoSAM, primarily focusing on our coastal, marine, fisheries, and island conservation portfolios.
Responsibilities
Tasks
The Project Manager shall:
Manage existing and new projects and personnel to deliver products and services on time and per client expectations.
Manage Lynker direct employees. This includes mentoring, professional development and engagement support as well as directing staff meetings, communications, check-ins, performance reviews and working with HR/contracts for on-boarding and off-boarding of project team members.
Identify and evaluate (for company fit) solicitations from potential state, federal, and other clients, especially in Hawaii, Alaska, West Coast of the Continental US, American Samoa, Guam, and the CNMI.
Coordinate proposal development as assigned and work with other divisional team members, as well as Lynker corporate resources, to price and submit new proposals.
Enhance existing, and develop new, divisional client relationships.
Direct and provide leadership to staff and subcontractor teams working with local, State, or Federal government or private sectors programs in accordance with existing procedures, applicable laws, and government and private sector requirements.
Oversee and manage task teams, subject matter experts, specialists, and others as assigned in the execution of duties.
Assist with developing EcoSAM-wide lines of work, in coordination with divisional leadership.
Complete other duties, as assigned by and in consultation with, Division leadership.
Qualifications
Requirements
Master’s degree or higher, from an accredited college or university with a major directly related to marine and coastal resource management, fisheries, aquaculture, or natural science.
15 years combined education and experience.
Environmental project management experience with NOAA, BOEM, and/or other relevant agencies, including state/territorial agencies.
Experience developing project proposals in response to government and grant solicitations.
Must be able to work within a team-based management structure.
Must be able to operate in a flexible, adaptive, and quick turn-around work environment.
Proficient in Microsoft and Google Suite Applications
Preferred Requirements
Physically located in CA, WA, OR, AK, or U.S. Pacific Islands.
Familiarity with Lynker’s primary clients and potential clients.
Familiarity with Lynker’s Ecosystem Science and Management Group - West Coast and Pacific Island Division management team.
PMP certification preferred.
Experience working in Pacific Islands and remote locations.
