Job Summary
Reviews inquiries received from Congressional offices and other priority avenues for correspondence, to include the White House, VA leadership and the VA Office of Congressional and Legislative Affairs (OCLA), DOD/DHA leadership and the DOD Office of Congressional and Legislative Affairs (OCLA), research and compiles facts, tracks progress, and develops timely written responses to priority correspondence received by the Congressional Relations department. Interfaces with Congressional staffers, Veterans, providers, VA and DOD staff at all levels and internal staff to resolve priority correspondence on TriWest's VA and DOD contracts
Education & Experience
Required:
• Bachelor's degree in Political Science, Communications, Social Work or related field.
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation.
• One year's experience in Government and/or Congressional Relations at the Federal or state level.
• Strong verbal and written communication skills
Preferred:
• Experience as a Congressional office staffer, handling constituent casework resolution
• Experience with/knowledge of the VA CCN program, DOD TRICARE program, healthcare, or military environment
Key Responsibilities
• Reviews incoming priority inquiries to determine the most appropriate and effective course of action.
• Conducts thorough research and analysis of targeted issues by accessing multiple TriWest online systems and interfacing with TriWest staff regarding the tracking and processing of claims, eligibility and enrollment issues, authorizations and referrals, and customer service contacts. Coordinates with and communicates with various TriWest departments, subcontractors, field operational offices, Congressional staff, VA/DOD/DHA representatives and Veterans/Beneficiaries/providers to obtain information required for substantive/quality responses to priority inquiries.
• Reviews departmental responses to priority inquiries to ensure that responses adequately address the concerns expressed in the inquiry.
• Prepares written responses to inquiries and coordinates all input into planned response prior to managerial review. Send correspondence detailing outcomes to the Congressional office or other entities within timelines for priority correspondence.
• Utilizes TriWest's proprietary contact management systems for the VA CCN and DOD TRICARE contracts to identify the receipt, action, and status of workload to ensure accurate and timely processing of casework. Documents communications with Congressional offices, VA/DOD/DHA representatives and Veterans/Beneficiaries/providers in the system.
• Creates and maintains records and files on individual Congressional Relations casework. Verifies that Congressional Relations correspondence is stamped with the actual date of receipt within one business day of receipt for both contracts. Tracks all casework referred to subcontractors or other TriWest departments to ensure that all casework has documented outcomes for timely resolution and meets TRICARE priority correspondence processing requirements.
• Identifies and reports potential fraud or quality issues to the appropriate department. Conducts analysis of pending legislation and tracks legislative issues using the Internet.

At the direction of the VP, Military and Veteran Engagement and Manager, supports virtual briefings to Congressional field offices to maintain relationships and educates regarding issues significant to TriWest's business, after requisite training and program education. Coordinates arrangements for meetings with Congressional staffers.
