ORGANIZATIONAL SUMMARY:

Research Administration is responsible for the administrative management of research proposal and research financial management services for the College of Public Health. Research Administration provides assistance to principal investigators/accountable officers in a service-oriented model during the following phases of sponsored research: proposal development and submission, award negotiation, award receipt and account set-up, and post-award management including financial monitoring and compliance; subaward development, implementation and financial monitoring; cost share tracking; program income collection/tracking; effort reporting; annual/project closeout; and record retention. The College of Public Health submits 100 - 150 proposals annually and receives approximately $30-35 million in sponsored research funding annually. Research Administration is responsible for administering 125-175 sponsored research accounts on an annual basis. Staff structure includes a Director, a Faculty Administrator, Three Managers of Fiscal and Business Administration, two fiscal and business analysts and three Fiscal and Business Specialists.

POSITION SUMMARY:

The incumbent will coordinate with the Director, principal investigators, project directors and accounting/human resources staff to oversee and manage College of Public Health sponsored awards from proposal development through award closeout. In addition to ensuring that all research compliance issues are reviewed, documented and addressed, this position will work with the College faculty and staff to facilitate the assembling of research proposals and responsible for monitoring of expenditures, transactions and day to day activities of grants and contracts. As part of these duties, the position will monitor compliance functions within the College of Public Health. Compliance areas include applicable federal (e.g., OMB Circulars and Cost Accounting Standards, Federal Acquisition Regulations, CFR 45 Part 74, PHS/NIH Grants Policy Statements), sponsor, State of Florida, USF and COPH regulations and guidelines. The incumbent will be expected to maintain proficiency in all areas of research compliance. Techniques used to ensure compliance within the College of Public Health are the provision of technical assistance and training in the areas of Cost Accounting Standards, Federal Circulars/regulations, development and dissemination of regulatory information to COPH researchers, staff and administrative personnel. All efforts to ensure compliance will strengthen the Colleges infrastructure for sponsored research activities.

RESPONSIBILITIES:

Proposal Development and Pre-Award: Works closely with faculty and students in the development of proposals while ensuring compliance with applicable sponsor, University and College of Public Health regulations, guidelines, and processes. Provides technical assistance to facilitate the development of grant proposals and assists faculty with submitting proposals to various agencies. Assists in review of research proposal against the funding opportunity requirements. Calculates budgets and ensures inclusion of all appropriate and required elements including direct and indirect costs, cost share, program income, etc. Assists in developing budget justifications, review of sub-recipient budgets and justifications, and insures accurate completion of sponsor application forms (electronic and hard copy) and USF internal forms. Interfaces with USF DSR to submit proposals timely and accurately to sponsoring agencies.

Provides post-award financial administration and management for complex research funds. Interprets regulations and guidelines of program funding for complex grants and contracts and prepares renewals and periodic reports for grant agencies, determine budget, invoicing schedule, restrictions and other pertinent information. Analyzes expenses, develops cost projections, and provides financial tracking and fiscal control to fulfill reporting requirements. Advises the Principal Investigator on the most effective way to achieve an effective, quality proposal and coordinates a timely submission process, ensuring appropriate approvals. Reviews proposals for compliance with sponsor and University terms and rules, and review, negotiation and acceptance of resulting grant awards. Provides technical assistance to PI, research administrators and the director.

Review, evaluate, and make recommendations related to the development and editing of COPH operating controls designed to ensure compliance with policies and procedures. Controls will be based on reasonableness, allow ability, and allocability of costs charged directly to sponsored projects. Provides reports on activities to administrators. Disseminates information through a communications or presentation to faculty, students, and staff as needed.

Attends meetings, collaborates with other research personnel for best practices, represents the college on committees/ task forces, and may act as backup to supervisor where needed at meetings, presentations, etc.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor's degree and four years of research or research administration experience; A Master's degree may substitute for two years of the required experience.

FLSB 1310 Equivalency:
4 years of directly related experience may be substituted for bachelor's degree.
6 years of directly related experience may be substituted for master's degree.

PREFERRED:

Master's degree in public or research administration, public health or related field of study. At least five years experience in pre-award research administration and demonstrated knowledge of post-award research administration in a University setting. Proficiency in grant application submittal using Grants.gov. Experience in public health or health sciences setting. Experience working with issues regarding intellectual property, export control, conflicts of interest and FAR clauses is also a plus, as well as a background working with a variety of researchers and university officials at all levels.
