The Scoping Engineer is responsible for identifying all technical aspects of the telecommunications equipment and services to be scoped for deployment at assigned job/sites and is the decision maker on all issues falling under the position's scope. The Scoping Engineer is responsible for ensuring the appropriateness of the site for deployment, reviewing construction drawings, installation documents, and customer requirements and identifying all work types and work packages. The Scoping Engineer is responsible for identifying and proposing site constructability changes, creating and documenting the Scope of Work (SOW), applicable Customer & Supplier facing drivers and the Bill of Material (BOM) that will be provided to Ericsson stakeholders to be used as the basis for site the build plan and materials procurement. This will be accomplished via site walks, desktop documentation review and review of aerial imagery. The SOW will be created by the Scoping Engineer using the appropriate Ericsson tools for approval and communication to other stakeholders.
JOB RESPONSIBILITIES
Develop and document a comprehensive per-site SOW and BOM which will include identification of all work types and drivers. Support various delivery organizations with construction technical expertise.
1. Understanding the site technical solution, construction standards and SOW contracted by the customer, including work packages, material requirements and final deliverables to the customer.
2. Understanding the SOW, drivers and fixed price packages between Ericsson and its Service Providers and between Ericsson and the customer
3. Understanding Cell Site Construction Drawings (CD), Radio Design Frequency Sheet (RFDS), Structural/Mount Design Elements and requirements
4. Utilizing the Scoping Engineer's expertise of the build elements to:
1. Review RFDS, CD, mount and structural designs for constructability and accuracy using Drone Survey data. Document (redline) discrepancies and return to the document owner for correction.
2. Identify and propose site constructability changes necessary to achieve the RF design.
3. Create the per-site SOW and BOM by determining the step-by-step methodology using construction drawings, RFDS and drone survey data.
4. Identify and document Customer and Supplier facing drivers in ESR.
5. Create day by day build/outage plan and review with stakeholders (E/// CMs, SPs and Customer) to ensure alignment.
6. Plan and adjust schedules, as necessary, and work with Customer Project Manager, Market CMs and Service Providers on any necessary changes to the scope, including recommendations.
7. Review supplier quotes for accuracy and approve or reject as necessary. This may include material, services and rental equipment quotes, etc.
8. Identify and document appropriate rigging and crane requirements necessary to perform the work.
9. Participate in project planning meetings, providing guidance, as needed, and determining resolutions to any problems or issues raised during plan-of-day meetings at various phases of the project.
5. Preparing various reports, analyses and presentations as necessary, including (but not limited to) status reports on progress and, if any problems, then recommended manner of handling the problem
6. Driver other stakeholders for their deliverables necessary for Scoping, Services and BOM preparation

QUALIFICATIONS AND EXPERIENCE • Bachelor's degree preferred and/or equivalent work experience of 2-5 years of industry experience. • Experience managing and delivering cell site construction and technology upgrades. • Experience with providing site design solutions and guidance of order of operations. • Ability to review construction documents, determine site feasibility, as well as site design consulting as needed. • Ensure the accuracy of construction drawings and RFDS meeting scoping requirements. • Direct knowledge of general construction processes & procedures and on-site safety requirements • Direct knowledge of cell site construction and equipment installation material requirements • Direct knowledge of cell site structural design and modification requirements • Direct knowledge of rigging and crane requirements • Experience in construction scope estimation, managing and directing general contractors, generating bill of materials, etc. (Civils, Ground, L&A, Backhaul, MW) • Knowledge of and ability to enforce Ericsson quality standards. • Basic knowledge of troubleshooting practices and techniques, including sweep testing concepts. • Basic knowledge of contracts (leasing, vendor-facing, customer-facing) • Ability to solve common problems effectively, on time and within budget. • Strong ability to learn quickly and multitask in a fast-paced environment across business units and customers. • Strong ability to communicate and work with multiple professional skill levels effectively. • Drive to follow all safety standards and complete approved OSHA 10-hour course for the telecommunications industry. If managing crews, then OSHA 30-hour course must be completed (instead of OSHA 10). • Ability to learn new tools.
