Job Description:

The Foster Care Program Manager is responsible for the supervision and management of foster care employees and programs within an assigned region. This role ensures that services align with Key Performance Indicators (KPIs) in areas of business performance, service quality, and team productivity. The Foster Care Program Manager plays a critical role in driving program success through strategic planning, staff management, and community engagement while maintaining compliance with licensing standards.

Responsibilities
Supervisory and Managerial Functions
  • Supervise up to 8 caseworkers, holding weekly supervision meetings and maintaining detailed records.
  • Manage referrals, assign cases, and balance workloads effectively.
  • Conduct structured staffing meetings and ensure cases meet program demands and operational standards.
  • Oversee staff compliance with policies, rules, and regulatory changes.
  • Monitor and review work quality through case reviews, progress reports, and discussions.
  • Handle personnel functions including hiring recommendations, performance evaluations, and disciplinary actions.
  • Provide on-the-job training and plan for staff participation in formal training opportunities.
  • Ensure productivity expectations are met by all team members.
Program Management
  • Ensure accurate and timely completion of required documentation for children and foster parents in compliance with licensing standards.
  • Respond to crises 24/7 and provide on-call support as needed.
  • Collaborate with case-involved service providers, including attorneys, school personnel, social workers, and probation counselors.
  • Participate in interdisciplinary meetings, including court hearings, school meetings, and child study meetings.
  • Support foster parent recruitment, marketing, and coordination within the assigned region.
Community Engagement and Recruitment
  • Identify and maintain relationships with individuals, families, and community groups to promote visibility of the foster care program.
  • Plan and deliver educational presentations to individuals, community groups, and businesses.
  • Attend local events to promote foster care services and facilitate referrals for potential foster parents.
  • Work with program staff to identify ongoing needs, including demographic-specific foster family recruitment.
Performance and Compliance
  • Maintain service quality by adhering to operational guidelines and addressing procedural challenges.
  • Communicate incidents and serious incident reports to the Executive Director within the required timeframes.
  • Develop and implement corrective action plans to improve site performance in Business, People, and Quality metrics.
  • Participate in ongoing management training and leadership development initiatives.
  • Assist with external audit responses and ensure compliance with licensing requirements.

  • Proven experience in foster care program management or related fields.
  • Strong leadership, organizational, and problem-solving skills.
  • Ability to manage multiple priorities and adapt to changing program needs.
  • Effective communication and interpersonal skills, with the ability to engage diverse groups.
