Description

Thoroughly committed to the Upper Shore Workforce Investment Board's mission, the Executive Director will administer policies and provide overall direction of the Upper Shore Workforce Investment Board, Inc. within guidelines set up by the Board of Directors. The Executive Director will plan, direct, and coordinate operational activities as the Chief Executive Officer, Chief Operating Officer, and Chief Financial Officer for the Upper Shore Workforce Investment Board, Inc. Serves as a regional leader for identifying and addressing workforce development issues.

Examples of Duties

ESSENTIAL JOB DUTIES

  • Financial management of all funds, grant submission and execution, budgeting, auditing, and all other finance-related activities.
  • Executive-level leadership to the Board of Directors on workforce development issues.
  • Advocate for the organization both externally and internally at all levels.
  • Serve as organization's chief marketing administrator and develop, facilitate, and maintain continuous marketing direction for the USWIB.
  • Set organizational goals and ensure goals are met, understood, and maintained.
  • Develop, manage, and measure all performance standards for both staff and programs.
  • Serve as Equal Opportunity Officer in compliance with Section 188.

SUPPLEMENTAL JOB DUTIES

  • Board Support: Provide regional workforce development leadership
  • Recruit and recommend Board member nominees to County Councils and Commissions.
  • Educate Board to their responsibility according to the law, and bylaws.
  • Identify and utilize Board members' strengths.
  • Guide Board strategic planning.
  • Prepare Board Chair for executive committee and full Board meetings.
  • Inform Board of budgetary issues.
  • Ensure compliance for Local Workforce Development Board according to the law, regulations, federal guidance, and state guidance. This includes educating Board members and community members on the implications of the Maryland Blueprint for Learning, and the integral role of Workforce Boards in implementing that legislation.
  • Ensure compliance for Non-Profit according to federal and state laws.
  • Ensure that Board and Officer risk is managed.

Blueprint for Maryland's Future: Career Counseling

  • Execute MOU's, addendums, and reports for Kent, Queen Anne's, Caroline, Talbot, and Dorchester county public school districts and Chesapeake College.
  • Act as the fiscal agent for the USWIB and Chesapeake College for funding derived from the MOU's with the five county school systems.
  • Primary advocate for all five county school districts for training of their career coaches, developing their industry recognized credentials, and supporting youth apprenticeship development.
  • Provide regional Pillar 3 meetings on a bi-monthly basis.
  • Coordinating role to include communication with the state Accountability Investment Board and the Governor's Workforce Development Board.

External: Advocate for the organization

  • Ensure local elected officials are informed of workforce development issues.
  • Meet with local elected officials and present plans, agreements, memorandums of understanding.
  • Advocate for workforce development system relative to legislation. This includes the Workforce Board's leadership role, with local LEAs and with Chesapeake College, in implementing the Blueprint for Maryland's Future.
  • Engage and educate local business community in mission of the USWIB.
  • Join and participate in appropriate local, state, and national organizations.
  • Identify and convene key workforce development stakeholders in the local area.
  • Broker agreements and Memorandum of Understanding with key stakeholders.
  • Identify appropriate staff to represent organization.

Marketing: Ensure continuous marketing presence

  • Create and update marketing plans annually.
  • Develop and promote a consistent message that accurately reflects the organization.
  • Ensure professionalism and quality of marketing materials and tools (i.e., website).
  • Act as spokesperson for workforce development issues.
  • Make presentations on behalf of the Upper Shore Workforce Investment Board.

Planning: Set framework of how organization operates

  • Ensure that organization goals are set.
  • Ensure Local Elected Official's priorities are incorporated in plans.
  • Direct the development and implementation of an operational plan.
  • Identify strategic issues and develop strategic plans.
  • Interpret legislation and regulations. Includes Workforce Development leadership of Blueprint for Maryland's Future and similar initiatives.
  • Research other funding and resources (i.e., partnering, grants, etc.).
  • Align new funding sources with current organization mission.

Fiscal: Ensure stewardship of Upper Shore Workforce Investment Board, Inc Funds

  • Ensure formal fiscal system is effective and has internal controls.
  • Provide grant & contract management.
  • Manage, prioritize and direct all funding and oversee related accounting and auditing to ensure compliance and accountability.
  • Develop program budget in alignment with plans.
  • Monitor expenditures and reallocate funds.
  • Translate fiscal information for the Board.
  • Provide grant and contract information to staff.
  • Present and defend fiscal plan and expenditures.

Performance Management: Ensure grant and contract performance is met

  • Determine internal performance measures (process, product, services) as it is tied to budget.
  • Collaboratively set organizational goals; track and communicate related progress; make adjustments as necessary.
  • Maintain and direct quality of services delivered.
  • Champion, implement, and direct continuous improvement process.
  • Ensure that grant and contract reporting is completed and submitted.

Lead and Supervise Staff: Promote a culture of excellence

  • Model organization's vision/mission.
  • Create a culture of excellence within the organization.
  • Hire, evaluate, and support development of team members.
  • Develop in-house procedures.

Qualifications

Education and Experience

  • Five or more years of supervisory experience required. Experience working for a Workforce Development or Non-Profit organization preferred.
  • Bachelor's degree in a field related to workforce development is required with a master's degree preferred.
  • Experience in grant writing and interacting with funders. An understanding of federal grants management and Uniform Guidance is preferred.
  • These criteria may be adjusted based on other equivalent combinations of education and experience.

Physical Requirements

  • Most of the job is sedentary, however, occasional periods of light work may be required;
  • Lifting up to approximately 35 lbs. occasionally.
  • The worker may be exposed to primarily to inside office conditions.
