The Human Resource Director will plan, lead, direct, develop and coordinate policies and activities of the Human Resource (HR) department. Facilitates and coordinates the employment process, from initial advertisement to termination of employee. This position is responsible for all activities related to investigations, employment hearings, employee benefits, workers compensation, and maintenance of employee records.

Essential Job Functions
Practice the Values, the Mission, and Philosophy of Eben Ezer Lutheran Care Center.
Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
Administers human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS).
Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
Assists in the development of departmental labor budgets.
Facilitates professional development and training for managers of the organization.
Oversees the daily workflow of the department.
Assists Department Managers with recruiting, checking references, interviewing and testing when requested.
Reviews drug screens, background checks, physical screening and all required documentation on potential employees and informs Department Managers of the results.
Processes new hires and enters them in all internal operations systems as well as State databases.
Reviews and approves all disciplinary actions for compliance to Federal and State laws as well as in form and wording to ensure consistency, legal compliance and mitigation of potential litigation.
Facilitates New Employee Orientation weekly and coordinates Eben Ezer 101 Day monthly.
Responsible for reconciling monthly benefit invoices against payroll deductions and election information.
Responsible for all Affordable Care Act reporting.
Responsible for maintaining employee 401(k) records, coordinating 401(k) enrollment, and assisting employees with 401(k)-related issues and leads the 401k audit and associated filings.
Chairs the Safety Committee and leads HR meetings.
Represents Eben Ezer at personnel related hearings and investigations.
Enters data and keeps accurate records concerning employment, termination, and final compensation. This includes all records of performance reviews, promotions, and employee statistics for government reporting.
Maintains the OSHA log.
Retains employment records as prescribed by law.
Assists managers as well as employees with personnel and payroll issues as needed. This includes providing pertinent information to new hires and completing the appropriate paperwork at termination.
Cooperates with or conducts appropriate surveys or studies, as required. This includes providing wage and salary information for guidelines for pay increases, information for employee-related legal actions, and other issues.
Must maintain confidentiality of all work-related information according to HIPAA regulations.

Qualifications, Education, and Experience:
A Bachelors Degree and three years general experience in the personnel field; seven years progressively responsible work in the personnel field; or any appropriate combination of education and experience. PHR certification or similar preferred.
Other Skills and Abilities:
Considerable knowledge of principles and practices of personnel administration, effective communication skills both verbal and written, and the ability to relate well to others.
Knowledge of state regulations on hiring practices.
Must be able to work under stressful situations, as this position occasionally deals with unhappy or angry employees, and to cope with multiple interruptions.
Must be skilled in accurate data entry, have an organized filing system, practice wise time management, and meticulous record keeping.
10-key punch, word processing, data entry, general computer skills, email, internet, spreadsheets, etc.
Must be knowledgeable of workers compensation and other employment law.
Must be able to maintain confidentiality and demonstrate trustworthiness and reason when dealing with emotional topics. Contributes to building a positive team. Treats people with respect and tact.

Ability to work well with team members and foster an environment of teamwork.

Working Environment/Physical Activities:
Sits at a desk in an office environment. Must be able to sit for long periods of time.
Frequently will be reaching, bending, and occasionally stretching. Occasionally lifts 0-50 pounds.
Must deal with sensitive staff issues and multiple interruptions.
Performs keyboarding tasks for a significant portion of the workday.
Working Hours:
General office hours, Monday-Friday.
