Robert Half is partnering with an organization seeking an Office of the CIO candidate to support the IT Director in overseeing the daily operations of the IT Department. This includes, but is not limited to, managing the Project Management Office (PMO), IT Finance, IT Procurement and Vendor Management, IT Governance (policies and procedures), and the deployment of the enterprise ServiceNow platform. The role also involves significant communication with C-level executives and senior management as a representative of the IT department. This position is seen as a key partner to the IT Director, helping to transform the IT function into a more business-oriented organization. The role is responsible for leading and providing leadership across the enterprise in areas such as IT strategy, governance, performance management, project and program management, resource planning, and operational efficiency. The focus is on ensuring IT is aligned with business objectives through effective strategy, governance, and performance management.
Responsibilities
Oversee IT financials, including budgeting, forecasting, and financial planning.
Lead IT CAPEX preparation, submission, and monitoring.
Design, implement, and manage supplier, contract, request, and finance process workflows.
Manage the Architecture Review Board (ARB) process and provide training on ARB procedures.
Prepare presentations, evaluations, and oversee IT-related purchases.
Lead the creation of presentations and serve as the point of contact for supply chain or board approval of IT contracts.
Advise on IT spending, identifying areas of overspending or underspending, and take corrective action as necessary.
Coordinate with the Parent Company, Finance, MTAC, C&P teams, and other business functions to ensure alignment.
Lead and manage Coupa sourcing events (RFI, RFP, RFQ) for IT purchases, collaborating with site C&P teams as needed.
Demonstrate how IT spend aligns with business outcomes and manage the alignment of planned IT investments with overall business strategy.
Lead the PMO, Program Management, and Project Management efforts to ensure timely and effective delivery of IT initiatives.
Qualifications
ITIL Foundation certification
Experience in IT Finance and/or IT Procurement
Experience with SAP ECC and SAP S/4 HANA
Experience with Coupa platform
ServiceNow experience
PMP certification
Preferred Skills:
Proficiency in financial management, budget planning, and workforce management.
Extensive understanding of current and emerging technologies and how they can be strategically applied to meet business needs.
Ability to distinguish between genuine industry trends and mere hype.
Demonstrated success in improving operational efficiency, service delivery, and information management within IT.
Exceptional written and verbal communication skills, with the ability to articulate technical solutions in business terms and influence key stakeholders.
Skilled at managing multiple projects with competing timelines and priorities.
Familiarity with core processes for Purchase Requisition, Purchase Orders, and invoicing, particularly in IT or G&A/Corporate accounting.
Ability to work autonomously, resolve issues effectively, and maintain attention to detail.
Knowledge of IT budgeting, Texas Sales Tax, Amortization, Accruals, and GAAP accounting practices.
Experience conducting cost-benefit analysis, including ROI and TCO evaluations.
Background in business or industries outside of IT, with expertise in managing cross-functional teams or projects and influencing senior leadership.
Strong leadership abilities with a proven track record of making decisions and driving outcomes within assigned responsibilities.
