Job Description:

Program Manager

Location: Falls Church, Pentagon, Alexandria, or Arlington

Hybrid (must be able to commute to one of the above offices 2-3 times per week)

Clearance Required: must have an active Top-Secret (TS) clearance (must be able to achieve a TS/SCI clearance with scope)

Position Overview:

Supports the Department of Defense's (DoD) Chief Digital and Artificial Intelligence Officer's (CDAO) Mission Analytics / Core Analytics Products, Search Products Portfolio, and Unstructured Data Search Enhanced by AI/ML (UD/SEAM).

The Program Manager is responsible for overseeing two SCRUM teams of Data Scientists, Data Engineers, and and Full Stack Developers, with a Product Lead.

Major Duties/Tasks:

• Assists with planning, developing, testing, and documenting Search Portfolio products.

• Applies business process improvement practices, modernizing projects, acquisition
process/planning, and reengineering old methodologies and principles.

• Support agency teams in development and management of milestones, goals, and
deliverables for each of the Search Portfolio products

• Coordinating and rationalizing CDAO's technical efforts to support AI/ML enabled
indexing, search, and augmented retrieval of unstructured data sets.

• Stays informed on latest AI system and software architectures and trends from design
patterns to DevSecOps and systems architecture patterns.

• Develops plans, road maps, software design strategies.

• Captures, develops, and reports reference architectures and documenting compliance
standards.

• Works with mission teams to engage with potential customers within the DOD and
identifies and evaluates prospective projects

Requirements:

Required Education:

• Bachelor's degree plus 7-10 years experience, or a Masters Degree plus 5 years of
experience.

Required Skills/Experience:

• Possess a minimum of ten years of Project Management experience managing complex
projects in an IT engineering or big data environment.

• Possess a minimum of an active Top Secret (TS) security clearance (must be able to achieve a TS/SCI clearance with scope)

• Possess a minimum of five years of experience managing projects utilizing non-
traditional program management methodologies (e.g., Agile) in big data, AI/MLOps, and
DevSecOps environments.

• Possess a minimum of five years of experience in a military or other Government
environment performing in a related subject area (e.g., project management,
engineering, or computer science).

• Ability to track and report aggregated personnel utilization and budget usage across the
Search portfolio.

• Strong communications skills: Ability to proactively engage fellow CDAO members
within and beyond the team as well as DoD cross-organizational communications.

• Possess an active certification in one of the following: Project Management Institute (PMI) Project Management Professional, PMI Program Management Professional (PgMP) certification, or equivalent program or project management certification.

• Experience with multi-intelligence and multi-domain systems and understanding
of current object and activity-based models in the community.

Preferred Skills and Qualifications:

• Possess a Master of Business and Management (MBM), a Master of Business
Administration (MBA), or a master's degree in a related technical discipline (e.g.,
Engineering, Computer Science, or Electronics).

Experience with:
• the DoD's CDAO, Advana, or other CDAO products
• Agile methodology
• AI-enhanced search
• AI/ML for information retrieval and insight extraction

• An active TS/SCI clearance
