University Enterprises, Inc. (UEI) at Sacramento State is seeking a Student Employment Program Coordinator for Human Resources.

Human Resources (HR) at University Enterprises Inc. (UEI) is dedicated to recruiting, hiring, and training the organization’s employees and guiding and supporting management, staff, and customers in employee-related decisions. HR oversees benefits and compensation, manages the employee performance review process, and stays current with changing laws, issues, and regulations in all areas that affect UEI employees. RATE OF PAY:  $4,828 - $7,242 per month

CONDITIONS OF EMPLOYMENT:

This is a full-time, non-exempt (eligible for overtime pay), benefited position that is covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

The selected candidate must furnish proof of eligibility to work in the United States. University Enterprises, Inc. is not a sponsoring agency (i.e. H-1B Visa).

MINIMUM QUALIFICATIONS

  1. Bachelor’s degree in Human Resources, or related field, or equivalent combination of education and/or work experience.
  2. Demonstrated work experience in Human Resource in the areas of employee relations, recruitment and selection, and equal employment opportunity regulations in a medium to large sized organization.
  3. Demonstrated knowledge of and skill in the application of EEO/ADA laws, their implementation, and reporting requirements as they relate to Human Resources activities.
  4. Demonstrated skill in decision-making, problem-solving, coordinating many tasks, prioritizing each task, setting deadlines, and completing projects. Ability to plan, organize, and review the work of others.
  5. Demonstrated experience working in a multi-cultural environment. Must have excellent interpersonal relationship skills.
  6. Demonstrated experience effectively communicating and working with all levels of employees and/or customers while maintaining a professional demeanor and exercising tact and good judgment. Ability to establish and maintain cooperative working relationships with customers, applicants, and employees.
  7. Demonstrated experience using word processing, spreadsheets, and email software such as the programs in the Microsoft Office Suite.
  8. Excellent command of the English language including grammar, spelling, and punctuation.
  9. Excellent written and oral communication skills, interpersonal skills, and skills to effectively function as part of a team.
  10. Must be extremely detail oriented and have good organizational skills.
  11. Must be fingerprinted and pass a background check. Must continue to meet the established standards.

PREFERRED QUALIFICATIONS

  1. SPHR or PHR certification, or other advanced Human Resources certification or education.
  2. Demonstrated knowledge of principles, practices, methods, techniques, and procedures for marketing and advertising.
  3. Experience supervising or leading one or more employees. Ability to train others in new skills and procedures.
  4. Demonstrated work experience in Affirmative Action hiring procedures.

PHYSICAL REQUIREMENTS

WORKING CONDITIONS

Work is performed in an office environment; continuous contact with staff, campus community, the public, and other agencies.

DUTIES AND RESPONSIBILITIES

The primary responsibility of the position is to administer the employment program for part time student positions and the Work Study program. Provides back-up assistance in the administration of the recruitment program for regular, benefited positions. The position reports directly to and receives general supervision from the Assistant Director, Human Resources. The position provides lead direction to the Human Resources Technician (CAIN) and provides work direction and training to the Human Resources Technicians regarding on-campus student employment duties and other related duties.

The specific duties and responsibilities are as follows:

  1. Administers the recruitment and hiring process for the student employment program and part-time non-student positions. Works with University Enterprises, Inc.’s (UEI) hiring managers, project directors, and client representatives contracting with UEI to assist with hiring needs.
  2. Ensures that all student recruitment needs are met including guidance with pay rates, assistance with difficult or unusual recruitments, or statewide recruitments. Communicates special instructions to hiring managers when necessary, such as the clearance process for drivers, fingerprinting, TB tests. Ensures compliance with all federal and state laws, such as EEO, AA, and ADA.
  3. Reviews part-time/student job postings to ensure they are within appropriate guidelines. Provides feedback to HR Technician if changes are needed and approves when final. Develops and updates standard posting language and sample qualifying questions for use by hiring managers.
  4. Advises employees and supervisors on various employee relations issues for part-time/student employees and suggests appropriate steps for resolving, including the proper procedures for disciplinary action. Meets with employees and supervisors as needed. Informs and makes recommendations to the Assistant Director, Human Resources, as needed. Maintains employee relations log.
  5. Works with Sponsored Programs Administration (SPA)/ California Intern Network (CAIN) staff regarding questions related to client contracts or grants.
  6. Promotes student jobs by networking with the campus community and groups off campus. Determines which job fairs, career days and other related events are appropriate for UEI representation; ensures registration for and attendance at such events. Coordinates UEI attendance at the Sacramento State Transfer Student Orientation and First Year Orientation resource fairs. Ensures appropriate marketing materials are available.
  7. In collaboration with CAIN, promotes CAIN program services to potential clients. Visits client sites; presents information about the program, the UEI HR website, services provided, and demonstrates on-line applicant tracking site functionality.
  8. Offers training to supervisors for job postings, recruitments, and paperwork processes, both onsite and at client locations as appropriate. Monitors trends and identifies clients who may need additional assistance/training and offers onsite training as needed. Provides a student/part-time hiring essentials workshop to on-campus supervisors at the beginning of each semester as appropriate.
  9. Works with UEI Retail and Marketing Services in promoting student employment including managing the HR social media platform(s), creating marketing materials, ordering branded items for giveaways at job fairs, etc. Works with Marketing and Information Technology to create video training and other tutorials on the student recruitment/hiring process. Creates the student newsletter for Fall and Summer with UEI Marketing Services.
  10. Acts as lead or main contact for the Department of Justice (DOJ) online portal for Live Scan criminal background checks. Manages the applicant list within the DOJ online portal by removing employees when they separate from employment. Manages monthly invoices for criminal background checks (Live Scan and Accurate Background).
  11. Assists with the administration of the Sacramento State Youth Protection Program, including tracking completion of training and background checks as needed.
  12. Represents Human Resources in professional meetings regarding the UEI student employment program. Participates in committees as required.
  13. Engages in professional development dialogues to acquire new techniques, resources, and contacts to benefit the student employment program.
  14. Works with the online application tracking system, including evaluating upgrades, and assisting with customization of the system, as necessary.
  15. Works with the Human Resources Technician to ensure the appropriate parties are notified and prepared when a notice of a hearing before the Employment Development Department (EDD)/Unemployment Appeals Claim Board is received for a part-time or student employee. Attends the hearing with the supervisor, if requested, or represents UEI if the supervisor is unavailable and attendance by a UEI Representative is warranted.
  16. Assists the Human Resources Coordinator as needed with the process of verifying student employees are enrolled in the required number of units based on their work location. Follows up with students and supervisors on non-compliance and unit requirements, as needed. Notifies supervisor and SPA / CAIN administrators (if applicable) when student employees need to be separated due to non-compliance.
  17. Oversees the administration of the Federal Work Study Program contract and Cristo Rey high school student employment program. Ensures contract guidelines are met, the work study budget is tracked, and department directors are given status reports as appropriate. Ensures work study employees are transferred to other funding or their employment ends when contract funds are exhausted or at the end of their entitlement. Coordinates with the Payroll department as needed.
  18. Provides back-up assistance in the recruitment of regular benefited positions, following all appropriate procedures. Informs Assistant Director, Human Resources of any issues as needed.
  19. Assists the Assistant Director, Human Resources with the implementation or administration of various other Human Resource projects or needs as requested.
  20. Performs other job-related duties as needed.
