Job Description:

Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job that employee has been hired for or later promoted to, each employee may be expected to perform other jobs from time to time.

SUMMARY:

Under the direction of the Manager of Government Affairs, the Grants Analyst performs a broad range of tasks as a member of the Grants Team, including researching, identifying, and assisting in the application and reporting of agency grants. This position works closely with the Grants Administrator and Financial Analyst in facilitating the coordination and completion of all grant requirements in accordance with specific program guidelines and schedules.

EXAMPLE OF DUTIES:

Essential Functions

  • Supports the Grants Team in researching and identifying future grant opportunities.
  • Reviews and analyzes grant notices and requirements in determining agency eligibility.
  • Attends and takes notes on informational webinars related to open grant opportunities.
  • Provides Grants Team with detailed briefings of analyzed grant opportunities.
  • Assists in scheduling Grants Team meetings with internal and external stakeholders, and ensures meeting logistics and set up are completed in advance of meetings.
  • Participates and takes detailed notes during all grants-related project meetings.
  • Provides Grants Team with post-meeting summaries and actions with the inclusion of detailed notes for additional backup and records.
  • Reviews and edits grant applications for appropriate grammar, punctuation, and logic throughout the application.
  • Assists with administering the FTA, state, and local grants, including formula and discretionary grants for transit operations and capital purchases.
  • Analyzes and tracks active grant projects to ensure program compliance.
  • Assists in preparing milestone and financial progress reports in accordance with grant requirements.
  • Assists with the organization and filing of grant documents, and ensures all documents are properly saved and maintained in correct folders.
  • Communicates grant reporting reminders to all internal and external stakeholders.
  • Ensures grant reporting information is received with all pertinent information by applicable deadline from stakeholder.
  • Assists with maintaining agency Grants List document in a current state.
  • Assists in creating and routing Contract forms (Doc. Logs/Procurement forms) for approvals.
  • Assists with maintaining the Grants Procedure Manual with new requirements as directed by the Grants Team.
  • Reviews and tracks reimbursement schedules for active grants.
  • Assists with compiling requirement documentation for completing grant reimbursement packets.
  • Assists with submitting request for invoices via accounts receivable.
  • Assists with submitting payment requests via accounts payable.
  • Serves as backup for Grants Administrator or Financial Analyst for any grants-related duties, and ensures cross training is current and maintained.

QUALIFICATIONS:

Knowledge, Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand, and apply MTS policies, regulations, and contracts; strong writing and proofing skills using clear, concise and grammatically correct English; ensures close attention to detail in work; knowledge of, or ability to learn, transportation grant funding opportunities and processes; ability to speak clearly, distinctly, and effectively in person-to-person or small group situations using tact and diplomacy; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; work effectively under pressure and deadlines; skill in verifying the accuracy and completeness of forms and reports; knowledge of the Microsoft Office Suite and ability to learn and use other third-party programs as well as software that MTS might have or acquire.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, occasional lifting (must be able to lift 15 pounds), and reaching for overhead files. Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer. Work may at times require more than 8 hours per day to perform the essential duties of the position. Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.

Experience/Education/Certificates/License(s)

Possess a bachelor's degree from an accredited college or university in finance, accounting, planning, business administration, public administration, or other related experience that demonstrates substantial knowledge and the ability to perform the specific job functions. One to two years of clerical or administrative experience is required. However, higher levels of education and/or more years of experience may be considered in lieu of either of these requirements. Must possess and maintain a valid California driver's license.

GENERAL:

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen, and background and check.

Salary Grade:

Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #8, which has a minimum of $66,333 and a maximum of $94,193. Salary grades are typically adjusted annually to ensure they remain market competitive.
