Clean Energy Alliance (CEA) is the default energy provider for the cities of Carlsbad, Del Mar, Escondido, Oceanside, San Marcos, Solana Beach, and Vista. Established in 2021, CEA currently serves more than 250,000 residential and business customers and is focused on achieving 100% renewable energy by 2035 to reduce greenhouse emissions. CEA employees operate in a hybrid environment, working from home most days and reporting to the office at least once per week. Occasional local travel is required to attend CEA events, meetings, conferences, and workshops. This arrangement may change as the needs of CEA change.

The Role of the Clerk to the Board/Executive Assistant

This is an exciting time to join the CEA team! The Clerk to the Board/Executive Assistant plays a pivotal role in helping the organization provide transparency, consistency, and professionalism as a public agency and a community-centered clean energy provider. Key responsibilities of the position include:
• Managing CEA's monthly Board and bimonthly Community Advisory Committee meetings
• Performing in-meeting functions such as roll call, vote tabulation, speaker queue management, and the efficient handling of board member requests
• Preparing agendas, agenda packets, and minutes
• Providing administrative support to the CEO with calendar management, travel accommodations, event attendance, etc.
• Providing logistical support for meetings, presentations, and events
• Ensuring that public agency meeting procedures and communication requirements (e.g., Brown Act and Public Records Act) are met
• Overseeing CEA's Fair Political Practices Commission Form 700 filings and applicable reporting
• Overseeing record management and coordinating responses to public records requests
• Coordinating meeting scheduling, master calendar maintenance, staff and organization celebrations, mail, ordering, and inventory of supplies
• Conducting oath of office for board members, Community Advisory Committee (CAC) members, and staff
• Arranging travel and necessary accommodations for board members and CEA staff
• Preparing occasional staff reports as directed by the CEO
• Maintaining mailing lists and providing communications to various groups (Board, committees, staff, etc.)

The Ideal Candidate

The ideal candidate for the Clerk to the Board/Executive Assistant position is a self-directed, highly organized administrative professional with a strong work ethic and a positive attitude. This person has excellent verbal and written communication skills, strong analytical and problem-solving skills, and exceptional attention to detail. They prioritize tasks and perform their duties with integrity, professionalism, and confidentiality. They are adept at establishing and maintaining effective working relationships, internally and with third parties.

The best qualified candidate has a thorough knowledge of public agency governance-related laws and regulations, such as the Brown Act, Public Records Act, and Political Reform Act. They have experience working closely with elected officials and their support staff. They are proficient with Microsoft Office Suite and Adobe Pro software. They understand modern office procedures; are skilled at working with modern office equipment. Further, they are diligent about correct English usage, grammar, spelling, vocabulary, and punctuation.

The selected candidate will be cooperative, flexible, and entrepreneurial. They will be comfortable performing the majority of their work independently, without the ability to delegate. They will be responsible, accountable, and efficient with their time. As a key member of a small and agile team, they will provide support and encouragement to other professionals within the organization.
• Creating and implementing processes for tracking policy approval dates
• Providing basic financial support such as tracking receipts and staff reimbursements
• Updating CEA's website as appropriate
• Participating in relevant CalCCA (statewide Community Choice Aggregator industry group) working groups and committees

Qualifying Education and Experience

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Bachelor's degree from an accredited college or university in public administration or related field AND up to three (3) years of experience directly related to the duties and responsibilities described above. CMC or MMC certification, or demonstrated progress towards attaining one of these certifications, is highly preferred.

Compensation and Benefits

Salary: $98,000 - $164,000 per year, DOQ, plus a generous benefits package that includes:
• Group health benefits with 100% employee and 50% dependent coverage for medical, vision and dental
• Other insurance includes Long-Term Disability, Basic Life Insurance and Supplemental Life Insurance
• Monthly technology allowance
• Employer contributions into a 401(a) plan of 5% of salary with an additional match of employee contributions made to a 457(b) plan, up to 5% of salary
• Vacation - 15 days per year increasing with years of service to a maximum of 25 days per year
• Sick Leave - 8 hours per month, with maximum accrual of 144 hours per year
• Paid holidays - 10 paid holidays plus winter break between December 24 - 31
