Coordinating with purchasing personnel to identify available MBE / WBE / DBEs and to determine the appropriate unified directory of certified firms maintained by the State and Federal governments to use as the primary source to solicit certified capable firms.
Placing advertisements in appropriate newspapers or other publications advising minority communities of the opportunity to bid on the identified disciplines of the contract.
Advising, on a regular basis, the certifying agency of all minority firms whose contact information is incorrect or who could not be contacted or who were non-responsive to the Company's bid solicitations.
Vetting subcontractors and vendors by considering available information from various sources pertaining to past business and performance practices, including integrity issues, investigations, and compliance with the applicable rules and regulations, MBE / WBE / DBE certification and commercially useful function criteria and consulting the Company's Subcontractor / Vendor Watch List
Developing and maintaining a central repository for MBE / WBE / DBE / EEO Program documents, and records relating to the MBE / WBE / DBE / EEO participation
Keeping current with MBE / WBE / DBE minority business best practices and representing the company in commercial networking events and forums in an effort to increase minority business participation.
Interfacing with Purchasing and Management in the development of the proposed project specific MBE / WBE / DBE / EEO utilization plan consistent with contract requirements and the appropriate rules and regulations.
Meeting with project field personnel to discuss the MBE / WBE / DBE / EEO utilization plan and the applicable rules and regulations related to MBE / WBE / DBE / EEO participation at the Project.
Monitoring MBE / WBE / DBE / EEO goals established by each contract for the entire life of the project, including meeting with the project field personnel to review the MBE / WBE / DBE / EEO Participation Plan, the participation and the progress of the participating firms and to monitor the MBE / WBE / DBE / EEO performance at the project either by personal observation or by review of project documentation.
Responding to all applicable questions and concerns relating to a project's MBE / WBE / DBE / EEO requirements completely and in a timely fashion.
Providing a revised Participation Plan to the project field personnel and the applicable agency and preparing and submitting appropriate reporting forms to the agency in accordance with the contract requirements.
Alerting Legal of any issues or concerns regarding performance by an MBE / WBE / DBE subcontractor, particularly if the project field personnel believes that the firm may be terminated or replaced or if the situation to perform all or a portion of the designated MBE / WBE / DBE firm's work or anyone other than the MBE / WBE / DBE firm appears to be performing the work.
Interfacing with appropriate agency personnel to seek their guidance, input, and suggestions regarding MBE / WBE / DBE / EEO participation.
Developing, coordinating, and conducting, as appropriate, Company-wide or Project-specific training regarding the MBE / WBE / DBE / EEO Program.
Other duties as required and assigned.
REQUIREMENTS:
Experience with the B2Gnow software
Minimum 5 years' experience in regulatory compliance and/or related field
Must have experience with community stakeholder development and management.
EEO or Affirmative Action experience is a plus.
Must have local area experience
General knowledge of the construction industry.
General knowledge of federal and state regulatory practices
General knowledge of minority business rules, regulations, and practices.
Excellent research and investigative skills
Excellent training and presentation skills.
Ability to work independently with minimal supervision.
Ability to be flexible and change directions to meet Company needs.
