Conducts ongoing evaluations to ensure effectiveness of Gas Operator Qualification (OQ) programs and recommends modifications as necessary. Conducts performance evaluations to qualify employees, according to Companies' written plan. Can provide comprehensive training if necessary and evaluation to gas crews and field inspection teams.
Major Roles & Responsibilities
Track and report local OQ compliance
Coordinate, track and report the schedule of employees to complete OQ tests
Schedule Prometric for requalification of Written Exams
Assess personnel competency and readiness through practical evaluations for all covered tasks
Ensure that all staff meet the required standards and regulations for operational tasks
Builds testing setups, identifies tools and equipment that are needed to conduct testing
Prepares, organizes, and submits OQ task documentation
Maintain detailed records of schedules, testing dates, and pass/fail rates for Operator Qualification
Coordinate OQ training opportunities with HR's Technical Training and Gas Operations
Interpret state regulations requirements and company O&M manuals and procedures necessary for practical evaluations
Adapt and improve evaluation programs based on new legislation
Conduct annual review of training content accuracy in partnership with Technical Training and Gas Business
Assist in maintain the written plan for OQ; modify procedures and standards; communicate plan requirements
Interact with managers and supervisors to identify OQ requirements
Prepare and conduct OQ review session with field employees
Keep Job Profile and Positions accurate to company needs and regulatory requirements
Interpret state regulations and requirements
Skills and Requirements
Required Skills/Abilities:
Ability to maintain or obtain Evaluator/Proctor Credentials.
Ability to proctor performance OQ exams
Ability to work in a team environment and across different companies
Good oral and written communication skills
Comfortable using computers for testing and Mobile Devices for skill submittals
Must be able to work independently and travel when necessary
Required Education and Experience:
High School diploma and/or 5 years of proven experience within Natural Gas Distribution installation.
Natural gas pipeline construction experience performing covered tasks preferred
Ability to read technical documents such as Policies and procedures and capture necessary information for the job
Knowledge and experience with the Northeast Gas Associations (NGA) Written plan
Knowledge of PHMSA and CFR standards
